With forced prostitution reportedly on the rise in Germany, politicians are debating ways to reduce exploitation in sex work. Julia Klöckner of the center-right Christian Democrats recently implied that Germany had become the "brothel of Europe." Klöckner and others say the "Nordic model," which punishes clients rather than sex workers, is the answer. The model prohibits the purchase of sexual services and their organized procurement — but not their direct sale, meaning clients and pimps are subject to criminal charges and sex workers remain exempt from punishment.
