  • 🔵Ethics of Care Work: Recognising Invisible Labour and Building a Care-Sensitive Welfare State The NITI Aayog report “Reimagining Care in Viksit Bharat@2047” has brought the economics and ethics of caregiving into sharper focus. Care work—including childcare, elderly care, disability support and household assistance—is essential for social reproduction but remains substantially undervalued, with women carrying a disproportionate share of unpaid care responsibilities. The report's emphasis on professionalising caregiving and strengthening social security highlights that care is not merely a private family responsibility but a significant public-policy concern. The ethical issues include gender justice, dignity of labour, distributive justice, recognition and social responsibility. Unpaid care work restricts women's economic opportunities and reinforces traditional gender roles, while poorly paid care workers may themselves experience insecurity and exploitation. There is also an ethical dilemma between the family's responsibility and the State's responsibility to provide care infrastructure. Principles of justice, equality, empathy, reciprocity and dignity require society to recognise care as socially valuable labour rather than treating it as an invisible obligation. Governance challenges include the absence of adequate care infrastructure, shortage of trained caregivers, fragmented welfare programmes and limited social protection for care workers. Families with elderly persons, persons with disabilities or young children may face significant financial and emotional burdens. Administrators must coordinate health, social welfare, labour and women's empowerment programmes while ensuring quality standards and affordability. Formalising care work without creating excessive costs for vulnerable households is a particularly important policy challenge. The way forward lies in building a care-sensitive welfare architecture through professional training, certification, fair remuneration, social security and accessible care facilities. Governments should promote affordable childcare and eldercare services, recognise unpaid care in policy design, expand respite services and encourage flexible employment arrangements. Gender-responsive budgeting and time-use data should inform policy decisions. Civil servants should be guided by empathy, justice, inclusiveness, compassion, dignity and constitutional morality, recognising care as an essential component of human development rather than merely a private household matter. In conclusion, the quality of a society can be judged by how it values those who care for others. Recognising care work is both an economic necessity and an ethical obligation because invisible labour sustains families, communities and the wider economy. With personal information remaining searchable indefinitely, individuals may continue to face reputational, social or professional consequences for past events even after legal proceedings or circumstances have changed. Recent discussions have examined how privacy and dignity can be balanced against freedom of expression, transparency and the public’s right to access information. The central ethical dilemma is between privacy and public interest, individual dignity and societal memory. Permanent digital records can undermine autonomy and the possibility of rehabilitation, while excessive removal of information could conceal matters of legitimate public interest. Ethical governance must distinguish between outdated, irrelevant personal information and information that remains necessary for accountability. The principles of autonomy, dignity, proportionality, truthfulness, justice and non-maleficence should therefore guide decisions on deletion, delisting or continued availability of personal information. From a governance perspective, implementing such a right is challenging because information exists across search engines, social-media platforms, news archives and multiple jurisdictions. Authorities must determine who has the power to order removal, establish objective criteria and prevent arbitrary censorship. The emergence of India's broader data-protection framework adds another layer of institutional responsibility concerning collection, processing and protection of personal data. The way forward lies in adopting a proportionality-based and rights-sensitive framework. Authorities should establish clear criteria distinguishing legitimate public-interest information from irrelevant or disproportionately harmful personal data. Independent review mechanisms, time-bound grievance redressal, transparency in takedown decisions and strong safeguards against misuse are essential. Public officials and digital platforms should uphold privacy, accountability, fairness and constitutional morality while ensuring that the right to be forgotten does not become a tool for suppressing legitimate journalism, historical records or public accountability. In conclusion, the right to be forgotten represents a fundamental ethical question about how society balances human dignity with collective memory. Digital permanence should not condemn individuals indefinitely to their past, but privacy cannot become a shield against legitimate public scrutiny.
