Pavel Durov Announces AI Lab Launch in Kazakhstan This lab marks the first collaboration between Telegram and the supercomputing cluster Alem.ai in Kazakhstan.  Durov announced it during his speech at the Digital Bridge 2025 forum in Astana. According to Telegram’s founder, the new development merges blockchain and AI technologies.  It will first appear in Telegram’s mini-app ecosystem. Durov also reminded the audience that Kazakhstan was the location of Telegram’s first regional office: “We are launching a joint project between Telegram and Kazakhstan’s supercomputing cluster, initiated by the Ministry of Artificial Intelligence. This technology will allow over a billion people to use AI functions confidentially, transparently, and efficiently. We hope Kazakhstan’s cluster becomes the first major provider of computing power for this network.”

Что значит метка 🅰️ от Роскомнадзора в Telegram? Роскомнадзор (РКН) в своём официальном канале разъяснил, что для исполнения закона «Об информации» владельцы Telegram-каналов должны получить специальную метку 🅰️ через официального бота «Trust Channel». Что говорит закон? В апреле @tginfo писал о запуске системы. Изучив связанное с законом постановление, редакция писала: С 1 января 2025 года владельцы обязаны пройти регистрацию и разместить возле имени своей страницы «графически выделенное сообщение» со знаком «А+» как указание, подтверждающее включение персональной страницы в перечень. Многие читатели @tginfo тогда предположили, что для соблюдения этого требования достаточно добавить к названию канала, например, обычный эмодзи. Ведь в тексте закона нет прямого указания на то, что метка должна быть получена каким-то конкретным способом, тем более через специального бота. Что изменилось сейчас? Хотя сам текст закона не поменялся, РКН дал собственную трактовку. Теперь Роскомнадзор настаивает на использовании своего бота. Чтобы метка от бота появилась на канале, боту «Trust Channel» придётся выдать права администратора, а затем каждый администратор должен будет передать боту привязанный к аккауну номер телефона. Если удалить бота или добавить в список админов нового непроверенного пользователя, метка исчезает, пока все требования не будут исполнены. Редакция @tginfo обращает внимание на важный момент при оценке юридических рисков: Стоит ориентироваться не только на то, что дословно написано в законе, но и на практику его применения и позицию госорганов. Суд с некоторой вероятностью может встать на сторону ведомства, которое инициирует дела, особенно при отсутствии прецедента. Появление официального бота и отдельных разъяснений от РКН создаёт риск того, что в будущем за отказ его использовать могут начать штрафовать. Какие риски несёт бот от РКН? Добавляя бота «Trust Channel» в список администраторов своего канала, вы предоставляете ему доступ к чувствительной информации: • Список подписчиков: Бот сможет видеть всех, кто подписывается на ваш канал или покидает его. • Данные администраторов: Для регистрации бот требует указать имена и номера телефонов всех администраторов. • История постов: РКН сможет в реальном времени получать новые посты, а также уведомления об их редактировании и удалении. • Риск массового сбора данных: Потенциально РКН сможет отслеживать, на какие каналы с меткой 🅰️ вы подписаны. Следует помнить, что если вы видите метку 🅰️ у канала — значит, РКН может зафиксировать вашу подписку на него. #законы
