A purely Tariqat orientation may cultivate personal piety and moral depth but is insufficient (and potentially unstable or quietist) as a basis for governing a complex society. Their proper relationship is complementary and ordered: Sharia as the indispensable outer framework and criterion, Tariqat as the inner path that actualizes its spirit. Historical experience shows that when the two are integrated under responsible leadership, Islamic governance has greater resilience and moral credibility; when one dominates to the exclusion of the other, distortion follows—either rigid enforcement without heart or spiritual enthusiasm without disciplined public justice. The classical consensus across both juristic and Sufi authorities is that the two belong together: there is no authentic Tariqat without Sharia, and complete realization of Sharia requires the transformative work of the path.
