  • A slightly different version of the letter. Dear Councillor, Following the recent local elections and the ongoing major changes to local government, I wanted to write to you about some serious concerns I have regarding democracy and accountability. These worries are shared by many residents. I recognise that standing for local office takes significant time, resilience and commitment, often under considerable pressure. Thank you for being willing to serve the community in this role. While I support the principle of genuine local empowerment, I am increasingly concerned that the English Devolution and Community Empowerment Act 2026 and the related reforms — including the move towards larger unitary authorities and strategic bodies — are actually taking us in the wrong direction. Despite the language of “devolution” and “community empowerment,” I believe these changes risk creating greater democratic distance. Decision-making appears to be shifting towards larger, more remote regional structures that will be less accessible to ordinary residents, less directly accountable, and more vulnerable to central government influence. In practice, this seems likely to dilute local democracy rather than strengthen it. I am particularly worried that: * Power is becoming more concentrated and administratively remote from the people and communities it affects. * Individual residents will find it harder to influence decisions, and their voices may increasingly be filtered through larger organisations or stakeholder groups instead of being heard directly. * The longstanding principle of subsidiarity — that decisions should be taken at the lowest possible level, closest to the people affected — is being weakened. As these new governance structures are implemented, I would value your response on the following points: 1. How will you ensure that decision-making remains genuinely local in practice, rather than being absorbed into larger unitary or strategic authorities that feel distant from residents? 2. How will the direct voices of individual residents continue to be meaningfully heard and acted upon as power shifts to bigger regional bodies? 3. How will transparency, effective scrutiny, and easy public access be maintained and protected during this transition and in the long term? 4. How will you use the new powers created by the 2026 Act to genuinely strengthen local influence, rather than allowing them to further centralise control and weaken the connection between councils and the people they serve? I am following these issues closely not because I oppose local government, but because I strongly believe in accountable, participatory, community-rooted democracy. At a time of such significant change, the Nolan Principles of Public Life — especially accountability, openness and leadership — are more vital than ever. As a councillor, you are first and foremost an elected representative of the local people, not simply an administrator of centrally-driven reforms. I hope you will use your position to push back against any further erosion of local democracy and to ensure these changes do not result in less influence for the communities you represent.     I am, along with many others, paying close attention to these issues, not because I oppose local government, but because I care deeply about accountable, participatory and community-rooted democracy. At a time of institutional change and evolving governance structures, I believe the Nolan Principles of Public Life - particularly accountability, openness and leadership - remain essential to maintaining public trust and confidence in democratic institutions. This time it is for the new councillors voted in after the recent local elections. If you didn't have local elections then you will need to amend bits relating to thanking new councillors for stepping up to represent their local community. We think it's important that these people understand the importance of paying attention to this and other pieces of legislation. We have kept it, at this stage, gentle and relatively supportive as we want them to listen to what we have to say. ................................................................ Dear Councillor, Following the recent local elections and continuing reforms to local governance, I wanted to write regarding a number of constitutional and democratic issues that concern me and which I believe many residents are increasingly reflecting upon. Regardless of political affiliation, at a time when public trust in institutions is fragile, standing for local office requires time, resilience and a willingness to serve one’s community, often under significant pressure and scrutiny. I recognise this and am grateful to you for being willing to undertake the responsibility. The recent local elections have taken place during a period of significant constitutional and structural change within local government, including the implementation of the English Devolution and Community Empowerment Act 2026 and related reforms affecting governance, strategic authorities and local decision-making. I support the principle of genuine local empowerment. Equally, however, I have a growing concern regarding democratic distance, increasing centralisation and the potential consolidation of decision-making into larger regional or strategic structures that feel less accessible to ordinary people. This tension appears inherent within aspects of the reforms themselves. On the one hand, the language of the legislation speaks of devolution, community empowerment and strengthening local leadership. On the other, I question whether certain governance changes may ultimately result in power becoming more administratively concentrated, more remote from the people and the communities directly affected, or less directly accountable to those most affected by the decisions being made. These are not abstract constitutional questions. They go directly to the relationship between elected representatives and the people and the communities they serve. I also hope that, as governance structures evolve, meaningful democratic participation will continue to include the voices of individual residents directly, and not become dependent primarily upon representation through larger institutional, stakeholder or third-sector bodies. Individual citizens should remain able to engage with elected representatives openly and effectively without needing to participate through intermediary organisations in order to be heard. I am sure you are aware of the longstanding constitutional principle - often described as subsidiarity - that decisions should, wherever reasonably possible, be taken at the level closest to the people affected by them. I continue to regard this principle as fundamental to healthy democratic governance, and I hope that elected representatives do likewise. As governance structures evolve, I ask: 1. How do you intend to ensure that local decision-making remains genuinely local in practice, and not merely in institutional language? 2. How will the voices of individual residents continue to be meaningfully heard as strategic and regional structures expand? 3. How will transparency, scrutiny and democratic accessibility be protected during this period of transition and on a long-term basis? 4. How will you ensure that the powers created or expanded under the English Devolution and Community Empowerment Act 2026 are exercised in ways that strengthen rather than weaken the ability of local people to influence decisions affecting their communities?
