In late 2020, a devastating civil war erupted between the Ethiopian National Defense Forces (ENDF), allied with Eritrean forces and Amhara militias, and forces in Tigray. While the November 2022 Pretoria Cessation of Hostilities Agreement (CoHA), signed in Pretoria, South Africa, technically ended large-scale conventional warfare in Tigray, international human rights organizations confirm an active, unrelenting persecution of Tigrayans, and escalating tensions threaten to reignite the war. The ongoing conflicts in the Amhara and Oromia regions continue to inflict a heavy toll. Drone strikes have been reported in all three regions in 2026. Conflict and instability have left some 1.9 million people still internally displaced and conflict-related sexual violence (CRSV) remains rampant. The underlying political, ethnic, and territorial disputes in northern Ethiopia and Oromia remain unresolved, and human rights organizations have documented abuses such as extrajudicial executions, attacks on civilian infrastructure and health facilities, forced conscription, torture, systemic abuse, and forced deprivation. People in the Tigray region and parts of Amhara were unable to vote in the June 2026 national elections in Ethiopia. Amid these challenges, advocates for victims are seeking accountability and justice, such as through a universal jurisdiction complaint filed in Germany against Ethiopian and Eritrean officials.Briefers will provide an update on the conflicts and the human rights and humanitarian situations since the signing of the CoHA agreement, the possibility of a wider regional conflict, and prospects for transitional justice and accountability. #GPE_RedAlert Report Date: June 17, 2026 Incident Date: Ongoing starting from June 15, 2026. Location: #Dera Woreda, #NorthShoa Zone Special remark on the Regional Administrative unit: Dera was originally mapped under the Amhara Region; however, it was forcibly included in the Oromo Region leading to 35 years of discrimination, targeting and suffering of Amharas in the woreda. The people have set up an identity committee that pleaded their case at the federal government, but the legislative pipeline established to investigate such disputes never truly considered any applications from Amharas in any part of Ethiopia for over three decades. https://x.com/GPEthiopia/status/2067468960946114656 Current Situation Overview A sudden, coordinated attack has been launched against the Amhara people in Dera Woreda by OLF-Shene fighters, reportedly supported by Prosperity Party affiliates. Impact: Multiple fatalities have been reported, and women and children have been abducted. Current Status: Critical security threats remain active across multiple local administrative areas (kebeles). Areas Under Highest Security Threat The following areas are currently facing the most severe and immediate security risks: Selelkula Mamo Gunde Meskel Town (and surrounding areas) Keraba Gebro Segho Gebeya Urgent Red Alert Notice: Immediate attention and intervention are required from human rights organizations to expose security forces that are targeting civilians instead of protecting them. Initial reports indicate that the commonly known non-State rebel forces known as OLF Shanee were the alleged attackers, however subsequent field reports are indicating that the armed group is coordinating with local officials and State security forces while undertaking the gruesome attacks on Amhara civilians across the woreda. In addition to direct attacks, there are also reports of abductions, kidnappers are requesting up to 1 million Ethiopian Birr to release hostages. In the past abductees whose family members could not meet the requested money were killed. This further elevates the severity of the situation in Dera. Therefore, we call upon human rights defenders, local and international media and diplomatic missions located in Ethiopia as well as multi-lateral institutions with a mandate for ‘responsibility to protect’ to put political pressure so that the regime in Ethiopia stops the escalating humanitarian disaster in the area. The Dera situation is the third major post-election violence being reported out of Ethiopia. Since 1st of June, 2026, the regime has escalated the war against Amharas with over 90 military actions reported across the region, similarly, the gruesome and horrific Arsi massacre of Orthodox Christians and Amharas in Arsi Zone, Oromo Region was the second large scale atrocity that was reported since 1st of June. With the Dera situation escalating it is obvious, the regime is launching the already predicted large-scale post-election violence across the nation as a strategy to maneuver out of any situation where third parties can question election outcomes. #GPE_AtrocityReport SUBJECT: 16 Orthodox Christians and Amharas Massacred in Arsi❗️ LOCATION: East Arsi Zone, Oromo Region, Ethiopia DATE OF INCIDENT: Ongoing starting from May 31, 2026 (Ginbot 23, 2018 E.C) VICTIM STATUS: 16 victims deceased, verified information available for 13 victims We received information on June 1, 2026 (23/09/2018 E.C.) that 16 Orthodox Christians were killed in three districts of #EastArsi Zone, #Oromo Region, #Ethiopia. Two Orthodox Christians were killed in #HonqoloWabe Woreda/District, two in #Shirka Woreda/District, and ten in #Aseko Woreda/District. It is alleged that all of these killings are being carried out through government structures under the direction of the ruling Oromo Prosperity Party. See attached report for more information. GPE EXECUTIVE NOTE: THE INTERSECTION OF RELIGIOUS AND ETHNIC PERSECUTION IN ARSI ZONE Identity-based violence across the Arsi zones of Ethiopia's Oromia region operates through a dual-framework of religious persecution and ethnic targeting. While the primary visibility of these attacks suggests a singular focus on religious affiliation, closer field investigation reveals a structural intersection between faith and ethnicity. Religious Persecution: The violence predominantly targets members of the Ethiopian Orthodox Tewahedo Church (EOTC). Historically, this pattern has occasionally expanded to include elements of the Protestant Christian minority. Ethnic Targeting: Forensic cross-analysis of victim demographics demonstrates that the vast majority of those targeted are ethnically Amhara. The intention of the attacks is to alter the demography of the area. The demographic landscape of the Arsi zones features an Oromo majority that is largely non-Orthodox. Perpetrators exploit this composition to achieve a specific geopolitical outcome: The operational objective of these attacks is systematic displacement and forced removal of both ethnic Amharas and EOTC followers from the Arsi zones. Understanding this specific socio-religious matrix is critical to identifying the true intent of the perpetrators. This assessment does not diminish or disqualify the clear, malicious intent directed at the EOTC as an institution. Rather, it serves to highlight a complex, systemic "double targeting" mechanism. Victims in this region face heightened vulnerability as they sit at the precise intersection of a targeted ethnic minority (Amhara) and a targeted religious minority (Orthodox Christian).
