Robinhood is launching OpenAI and SpaceX tokens On Monday, the broker announced the launch of more than 200 tokenized stocks and ETFs in the EU. Robinhood also announced a €5 distribution of tokens linked to OpenAI and SpaceX shares for European users, available through July 7. OpenAI stated that these tokens are not company shares. It clarified that it did not collaborate on, participate in, or endorse the Robinhood initiative. OpenAI emphasized that any transfer of shares requires its approval. In public comments, OpenAI co-founder Elon Musk called the equity “fake.” He left the company’s board in 2018 after criticizing OpenAI for straying from its nonprofit origins. Bankless co-founder David Hoffman noted that Robinhood issued the tokens via an investor who already held stakes in OpenAI and SpaceX. Therefore, OpenAI had approved the original sale and is not obligated to support Robinhood’s offering. Users are purchasing tokens backed by shares in a company that invested in OpenAI—shares that Robinhood acquired.

ECB to test distributed ledger-based settlement system in Q3 2026 The Bank's Council has approved a short-term plan (Pontes) to test and integrate distributed ledger technology (DLT) with the EU's financial core, TARGET Services. This system provides instant settlement in euros, as well as securities and collateral management. The ECB has also approved a long-term plan (Appia) to develop a globally integrated ecosystem. Both projects will build on the ECB's 50 experiments on wholesale settlement using DLT. In the pilot phase (repo, secondary market, interbank transactions), 64 institutions conducted transactions totaling $1.9 billion. German regulator BaFin has issued an E-Money Institution license to a joint venture between DWS and Deutsche Bank to issue a euro stablecoin. EURAU will be MiCA-compliant and will provide reserve attestations and institutional-grade financial reporting.

Ripple has applied for a U.S. banking license from the Office of the Comptroller of the Currency (OCC) If approved, Ripple will be supervised by both a federal agency (the OCC) and a state agency (the New York Department of Financial Services). RLUSD's stablecoin accounts for 0.2% of the sector (9th place), with a market capitalization of $469 million. It was launched on December 17, 2024—more than six months ago. CEO Brad Garlinghouse stated that institutional clients are the company’s primary target, emphasizing RLUSD’s focus on regulatory compliance. On Monday, Ripple’s subsidiary, Standard Custody & Trust Company, applied for a Fed Master Account. This would allow the company to hold reserves directly with the Federal Reserve and issue or redeem stablecoins outside of standard banking hours. Ripple is also considering offering additional cryptocurrency services. Earlier this week, Circle submitted its own application for a banking license from the OCC. However, Ripple’s application—for a national bank charter—also includes authorization for deposit and lending operations.
