🟢 NEW LAWS SENT TO RAMAPHOSA TO SIGN New laws will replace the country’s existing municipal demarcation framework, changing how municipal boundaries and wards are determined. The National Assembly has passed the Independent Municipal Demarcation Authority Bill, which will now be sent to President Cyril Ramaphosa for assent. 🟢 GOOD NEWS FOR SOUTH AFRICANS WITH SOLAR PANELS ON THEIR ROOFS South Africans who do not register their rooftop solar power systems with Eskom will not be issued fines or have their electricity supply disrupted. The deadline for South Africans to register their small-scale embedded generation (SSEG) systems with Eskom and have their fees waived is 30 September 2026. 🟢 ONE IN THREE SOUTH AFRICANS CANNOT FIND WORK Approximately one in every three working-age South Africans seeking work now finds themselves unable to secure long-term employment. This is according to Stats SA’s latest Quarterly Labour Force Survey, which details changes in employment in the second quarter of 2026. These regulations shift the BELA Act from high-level debate into everyday reality across South Africa’s 22,000+ public schools. They directly impact School Governing Bodies (SGBs), teachers, parents, and extra-curricular school activities. The public comment window is short, and the 30-day clock is running down fast. What is being proposed? Section 38A Extra Teacher Pay (Notice 7796): SGBs will no longer be allowed to pay state-employed teachers or staff extra stipends or benefits for additional duties—like afternoon sports coaching, weekend extra classes, or cultural trips—without advance written permission from the provincial Head of Department (HoD). 🟢 THE END OF ESKOM AS YOU KNOW IT The unbundling of Eskom and the transition towards a free and open electricity market will require extending South Africa’s transmission grid, which is estimated to cost R440 billion. Eskom and the state do not have the means to fund this grid expansion themselves and are turning to the private sector for investment. 🟢 GAUTRUN LAND EXPROPRIATION PLANS SLAMMED The expropriation of land, with compensation, to make way for planned new Gautrain stations and rail routes will only negatively impact residents of Gauteng, with little to show for it. This is according to Bobby Ramagwede, CEO of the Automobile Association of South Africa, who said his organisation is vehemently opposed to the rail provider’s planned expansion. 🟢 DRAFT TAX LAW CHANGES COULD AFFECT DONATIONS, VAT, MEDICAL TAXCREDITS AND SARS REFUNDS South Africans could see changes to donations tax, VAT rules, medical scheme tax credits and tax refund processes after the National Treasury and the South African Revenue Service (SARS) published the 2026 Draft Taxation Laws Amendment Bill (TLAB) and Draft Tax Administration Laws Amendment Bill (TALAB) for public comment. The draft bills, published on July 30, 2026, contain a range of tax and administrative proposals announced in the 2026 Budget. They are not yet law and are open for public comment until August 28, 2026. 🟢 DRIVING LICENCE WARNING IN SOUTH AFRICA EVEN IF YOURS IS STILL VALID A motorist in Johannesburg faced arrest for leaving his valid driving licence at home after traffic officers misinterpreted the new AARTO laws. However, while this incident was not lawful, the Road Traffic Infringement Agency (RTIA) warned that leaving your driving licence at home is a R1,000 offence under the correct interpretation of the law. 🟢 NEW LAWS GIVE SARS MORE POWER OVER MONEY IN YOUR BANK ACCOUNTS IN SOUTH AFRICA New tax legislation could require banks to help the South African Revenue Service (SARS) identify and temporarily freeze funds and payments to taxpayers in South Africa. The proposed changes form part of the 2026 Draft Tax Administration Laws Amendment Bill (TALAB), which was published for public comment alongside the Draft Taxation Laws Amendment Bill. The Speaker of the Gauteng Provincial Legislature (GPL), Morakane Mosupyoe, spent R6 million on a luxury trip for herself and a small group of other officials. This was revealed by the Democratic Alliance (DA), which submitted a motion of censure against Mosupyoe for wasting money on the trip to Venezuela.
