The United States Civil Flag of Peacetime
🟥 Civil Flag of Peacetime t.me/montanaassembly/3220 Although intended just for Customs house usage, the new Civil Flag became adopted by both customhouses and merchants, and others who could afford them, to show their civilian nature and not under military control. The practice of using the Customs Flag as a Civil Flag became encoded in law in 1874 when Treasury Secretary William. A. Richardson required all customhouses to display the Civil Flag. On May 26, 1913, with the approval of Senate Bill S. 2337,(shortly after the fraudulent declaration by Secretary of State Philander Knox, that the 16th Amendment had been ratified, and during the same weeks that the Federal Reserve system and the IRS were established) the U.S. Coast Guard absorbed the Revenue Cutter and the Life Saving - Lighthouse Services, becoming a part of the military forces of the United States, operating under the Treasury Department in time of peace and as a part of the Navy, subject to the orders of the Secretary of the Navy, in time of war. The Civil Flag used by the cutter service was modified, placing the Coast Guard insignia on the stripes in the field , and was adopted under Coast Guard authority, losing it's original significance of civilian authority, which by then had long been forgotten. As the Federal government acquired more control over the States and their citizens during and after World War II, by 1951 the original Civil Flag had been phased out completely, it's existence left as an artifact of time in a few old photographs and a rare mention in old books. Today, the last vestige of the Civil Flag, the U.S. Coast Guard flag, being under the civil jurisdiction of the Department of Treasury during peacetime, is identical to the revenue cutter ensign, but with the service insignia emblazoned on the stripes in the field.

The United States Coast Guard is the coastal defense, search and rescue, and maritime law enforcement branch of the United States Armed Forces. The Coast Guard is unique in that it has jurisdiction in both domestic and international waters. During peacetime they operate under the U.S. Department of Homeland Security; during times of war they can be transferred to the U.S. Department of the Navy. The Coast Guard wasn’t called the Coast Guard when it was created. Alexander Hamilton requested Congress form a seagoing service in August 1790, the U.S. Revenue Cutter Service. The Revenue-Marine primarily served by collecting customs duties at U.S. sea ports but were given mission opportunities as well, voluntarily and legislatively. After the War of 1812, the sea power that the British and Spanish had in the Caribbean Sea and Gulf of Mexico had weakened significantly. This gave resurgence to piracy along the Gulf Coast. Revenue cutters were dispatched to fight the pirates. In 1820, there were 4 pirate ships captured by the USRC Alabama off La Balize. Later in 1822, with the help of USS Peacock and HMS Speedwell, the Alabama captured another 5 pirate ships. In 1832, the Secretary of the Treasury Louis McLane issued a written order to conduct winter cruises to assist mariners in need. ■ Which law you want to repeal — poof, and it's gone! A few quick ones come top of mind: The 16th Amendment. The income tax is immoral and should not exist. Ultimately, government should operate based off of a user fee model where people pay for the services they need, want, or use. Occupational licensing. People shouldn't have to get a permission slip from the government in order to do their job. Some states require licenses to be a florist, locksmith, tree trimmer, sign language interpreter, and more. Absurd! The USA PATRIOT Act. This deceptively named piece of legislation ushered in the surveillance state in post-9/11 America, making it easier for the government to spy on people who aren't suspected of committing a crime. And on and on. But there's one that rises to the top of the list for me. And the reason that I pick this one is because of a quote that Henry David Thoreau once said: "There are a thousand hacking at the branches of evil to one who is striking at the root." So often our policy reforms and political battles hack away at the branches of evil—focused on marginal victories and much ado about ultimately small things. So what would it look like to strike at the root of evil? What policy qualifies as a root? For me, it's the Federal Reserve Act of 1913—the sinister creation of a central bank (the "Creature from Jekyll Island") in the USA that created a money printing machine so politicians can grow the government, finance wars, and inflate the debt away by creating more money again and again. The Fed causes inflation, which is basically stealing value from your hard-earned money so that politicians can use the newly made money. It weakens society by creating economic instability and enticing families to spend their money now (while it still has value) instead of saving it for the future. Ultimately we should have a free market for money, where there is competition of currencies and the interest rate isn't decided by some secret committee of bankers, but by the market itself—the aggregate transactions of millions of people. For me, the Fed is a root of evil that we need to strike at. So if I'm dictator for the day… poof, bye-bye Federal Reserve. Understanding what's wrong and what needs fixing (or what needs being fully repealed) requires understanding history. In the case of the Fed, it's a tale of corruption, greed, and conspiracy. But any issue we want to tackle requires us to understand its history; we can't understand what direction we should take unless we understand how we got where we are today. ~ Connor Boyack, Tuttle Twins
