FYI, BOIS Section 80 of the Civil Procedure Code (CPC) requires a legal notice before suing the government—but it does not say it must be from a lawyer. Section 138 of the Negotiable Instruments Act (cheque bounce cases) requires a notice within 30 days—but again, any person can send it, not necessarily a lawyer.
