🔥 ENGLISH VERSION - REPORT 📘🇦🇿🇦🇲🇬🇪 The development of the South Caucasus republics over the past 35 years since gaining independence has been uneven: each country has pursued its own path, confronting unique challenges and achieving different outcomes. Azerbaijan has relied primarily on its energy sector, Armenia has focused on its diaspora and high-tech industries, while Georgia has prioritized reforms and integration with the West. 📌 Nevertheless, the three South Caucasus states share several common features of post-Soviet development. First and foremost, ethnic and territorial conflicts have had a profound impact on both security and economic development. In addition, all three countries have undergone large-scale transformations of their economic systems. Another shared characteristic has been intensive migration, with a significant portion of the population leaving in search of employment and stability, Russia serving as the principal destination. Finally, all three republics have faced the complex challenge of balancing their foreign policy among major international actors, including the European Union, the United States, Turkey, Iran, and Russia. ❗️Despite their differences, Russia continues to play a unifying role in the region. Its involvement in security, trade, migration, and diplomacy remains critically important for maintaining regional stability. ⚡️ The new RIAC report examines the principal outcomes of the South Caucasus republics' independent development, the evolution of their foreign policy orientations and relations with Russia, as well as the nation-building paths pursued by Georgia, Armenia, and Azerbaijan since the collapse of the Soviet Union. 👉 On 1 November 2021, I delivered a presentation at the Russian-Armenian University (Yerevan) during the 4th International Workshop on the Geopolitics of Small States in the 21st Century, titled "Georgia In-Between: Turkish-Russian Cooperative Rivalry." 👉 1 ноября 2021 года я выступил в Российско-Армянском университете (Ереван) на IV Международной научной конференции «Геополитика малых государств в XXI веке» с докладом «Грузия между Турцией и Россией: турецко-российское "кооперативное соперничество"». 🔥 Грузия сталкивается с нарастающей стратегической дилеммой в отношениях с Турцией и Россией. Несмотря на то что Турция остается ключевым партнером Грузии и ее главным проводником в НАТО, все более самостоятельная внешняя политика Реджепа Тайипа Эрдогана вызывает вопросы, которые грузинские политические и академические элиты неохотно обсуждают из-за жесткого разделения политического пространства на «прозападный» и «пророссийский» лагеря. ⚠️ После Второй карабахской войны и Турция, и Россия существенно усилили свое влияние на Южном Кавказе, одновременно сотрудничая и соперничая друг с другом. 📘🇦🇿🇦🇲🇬🇪 Развитие республик Южного Кавказа за последние 35 лет с момента обретения ими независимости было неравномерным: каждая страна выбрала собственный путь, сталкиваясь с уникальными вызовами и достигая разных результатов. Азербайджан сделал ставку на энергетику, Армения – на диаспору и высокотехнологичные отрасли, Грузия – на реформы и интеграцию с Западом. Тем не менее во всех трех странах Южного Кавказа в постсоветский период прослеживается ряд общих черт развития. Прежде всего, серьезное влияние на безопасность и экономическое развитие оказали этнические и территориальные конфликты. Кроме того, всем государствам региона пришлось пройти через масштабную перестройку экономических систем. Еще одной общей чертой стали интенсивные миграционные процессы – значительная часть населения уезжала в поисках работы и стабильности, причем основным направлением миграции выступала Россия. Наконец, все три республики были вынуждены решать сложную задачу поиска внешнеполитического баланса между крупными международными игроками, включая Европейский союз, США, Турцию, Иран и Россию. При всех различиях Россия продолжает играть объединяющую роль в регионе. Ее участие в вопросах безопасности, торговли, миграции и дипломатии остается критически важным для поддержания стабильности. В новом докладе РСМД рассматриваются основные итоги независимого развития, эволюция основ внешнеполитического курса и отношений южнокавказских республик с Россией, а также пути национального строительства, которые прошли государства Южного Кавказа — Грузия, Армения и Азербайджан — с момента распада СССР. В работе относительно каждой из стран представлено два взгляда — из России и самой республики. While some people looked up to Lionel Messi and Cristiano Ronaldo, I looked up to Robert Legvold. It was quite surreal to encounter him so unexpectedly at the Primakov Readings. 😱👌🏻 Как молодой ученый в сфере политических наук, я вырос на работах известных исследователей. 👉 Part II: "Georgia actually had more opportunities because the circumstances at the time were completely different. Nevertheless, despite all our efforts, it turned out that Europe was simply not ready. Georgian wine was neither popular enough nor in sufficient demand. Even today, the overwhelming majority of our wine exports still go to Russia. In other words, even during a period when the geopolitical environment was highly favorable for Georgia, the country was unable to replace the Russian market. Moreover, we are now increasing exports to Russia because Europe is not prepared to compensate for the potential losses we could face. In Armenia's case, I believe the situation is even more complicated. The geopolitical environment is different, Armenia's dependence on Russia is much deeper, and geographically Armenia is more closely connected to Russia than Georgia ever was. At the same time, Georgia does not even have diplomatic relations with Russia. Therefore, I think the attempt to distance Armenia from Russia was largely driven by domestic electoral considerations, and the situation will gradually stabilize," Sikharulidze said. According to the political scientist, discussions about the South Caucasus joining Europe amount to little more than wishful thinking. "I believe that talk of any South Caucasus country integrating into Europe is little more than a fairy tale. In Georgia, I think there is no longer much doubt that we will not become a member of NATO. There are still hopes that one day we may join the European Union. As for Armenia, I can see only three possible scenarios: either Armenia joins the EU if Turkey becomes a member first, or if Georgia joins before it, or it does not join at all. Therefore, I believe Armenia's European future is an even more distant prospect.
