    🎯Pradhan Mantri National Dialysis Programme (PMNDP) 📍 Why in News? The Union Minister of State for Health and Family Welfare informed the Lok Sabha about the implementation of the Pradhan Mantri National Dialysis Programme (PMNDP) About PMNDP Key Facts Launched: 7 April Implemented under the National Health Mission (NHM) Nodal Ministry: Ministry of Health and Family Welfare Aim: Expand access to haemodialysis services through dialysis centres at District Hospitals and other health facilities Target beneficiaries: Primarily Below Poverty Line (BPL) patients Dialysis services are envisaged largely through the Public–Private Partnership (PPP) model 📍 Financing BPL patients: 100% expenditure is covered by the government under NHM Non-BPL patients: Can access services at district hospitals by paying the same rates borne by the government for BPL patients Implementation Dialysis centres are established based on proposals submitted by States/UTs through their annual Programme Implementation Plans (PIPs) PMNDP Portal was launched on 5 May 2022 It integrates dialysis centres operating under NHM and facilitates: Renal registry → Portability → “One State, One Dialysis” → “One Nation, One Dialysis” ☄️What is Dialysis? 📍 Meaning ✅Dialysis is a procedure that removes waste products and excess fluids from the blood when the kidneys cannot perform these functions adequately ✅ It helps maintain the body’s fluid, electrolyte and chemical balance Types of Dialysis 📍 1. Haemodialysis (HD) ✅ Blood is removed from the body and passed through a dialysis machine, which acts as an artificial kidney ✅ The filtered blood is then returned to the body ✅ Generally performed at a designated dialysis centre ✅ Usually required around 3 times a week, with each session lasting approximately 3–4 hours 📍 2. A seven-judge Constitution Bench of the Supreme Court will begin hearing from October 6 a case concerning the relationship between legislative privileges and citizens’ fundamental rights, particularly freedom of speech and expression. Key Points • The case originated from a 2003 incident involving the Tamil Nadu Legislative Assembly and The Hindu newspaper. • The Tamil Nadu Assembly invoked Article 194 against The Hindu after an editorial criticised the then Chief Minister Jayalalithaa. • The Assembly subsequently passed a resolution seeking the arrest of five senior journalists of The Hindu for an alleged breach of privilege. • The journalists, including then Editor N. Ravi, approached the Supreme Court and obtained protection against coercive action. • The seven-judge Bench will examine the scope of Article 194(3) in relation to Article 19(1)(a), which guarantees freedom of speech and expression, and Article 21, which protects life and personal liberty. • The matter was referred to a larger Bench because earlier judicial decisions had raised differing views on the relationship between legislative privileges and fundamental rights. • The Supreme Court will examine the extent to which legislative privileges can operate when they come into conflict with constitutionally guaranteed individual rights. Constitutional Provisions • Article 194 deals with the powers, privileges and immunities of State Legislatures and their members. • Article 194(3) provides for the powers, privileges and immunities of a House of a State Legislature and its members, subject to the constitutional framework. • Article 19(1)(a) guarantees citizens the fundamental right to freedom of speech and expression. • Article 21 protects life and personal liberty and has been given wide interpretation by the Supreme Court. • The case involves determining how legislative privilege should be balanced with constitutional protections available to citizens. Earlier Judicial Developments • The Supreme Court's decision in Pandit M.S.M. Sharma v. Shri Krishna Sharma (1959) dealt with the relationship between legislative privilege and freedom of speech. • A 1964 Presidential Reference also examined the constitutional relationship between legislative privileges and fundamental rights. • The differing judicial approaches in these matters contributed to the need for authoritative clarification by a larger Constitution Bench. • The Attorney General of India has been requested to assist the Supreme Court in the constitutional matter.
