A 64-year-old disabled man ran into a burning house twice to save an 8-year-old girl who was not his own. On May 4, 2017, in Allentown, Pennsylvania, Michael E. Surrell Sr. smelled smoke and learned that Tiara Roberts was still trapped upstairs in the neighboring home. He went in, but the heat and smoke drove him back out. He went back in anyway. Surrell climbed the stairs a second time, dropped to his hands and knees because he could not see, and crawled toward the sound of the girl moaning. He found her near the top of the stairs, put her over his shoulder, and carried her through the smoke to safety. On the porch he gave her rescue breaths until she revived. Both were hospitalized. Surrell suffered smoke inhalation and a burn to his larynx. He later received the Carnegie Medal for heroism. As he went back into the fire, Surrell later said this was going through his mind: “Well Lord, this is it. I’m not coming out without her, you got to help me.” Forget the disability. The Department of Homeland Security is planning to spend between $10 million and $20 million on specialized gloves that can deliver electrical pulses through direct contact with a subject’s skin. The devices can produce up to 380 volts and are designed to disrupt coordinated movement during a physical struggle. The manufacturer says they typically bring a resistant subject into compliance within THREE SECONDS. Civil rights groups and Democratic officials are already furious. The gloves have strict limitations. No more than two should be used on one person at a time, and the manufacturer generally limits activation to 15 seconds.
