" ፕላስቲክን በሚመለከት የወጣው ህግ እንደ ሃገር የተወሰደ ጥሩ የሚባል ከአካባቢ ጥበቃ ጋር ተያይዞ የተወሰነ ውሳኔ ነው " -ኢንዱስትሪ ሚኒስቴር ከሚያዚያ 25 እስከ 29/2017 ዓ/ም የሚካሄደውን የኢትዮጵያ ታምርት ኤክስፖ ዝግጅትን በሚመለከት የኢፌዲሪ ኢንዱስትሪ ሚኒስቴር ሚኒስትር አቶ መላኩ አለበል ማብራሪያ ሰጥተው ነበር። በዚህም ወቅት ለቀረቡላቸው ጥያቄዎች ምላሽ እና ማብራሪያ ሰጥተዋል። ከተነሱላቸው ጥያቄዎች መከል፦ • " የደረቅ ቆሻሻ አወጋገድ እና አያያዝን አስመልክቶ የተሻሻለው ረቂቅ አዋጅ ለአንድ ጊዜ ጥቅም አገልግሎት ላይ የሚውሉ የፕላስቲክ ምርቶችን የሚያግድ በመሆኑ ኢንዱስትሪዎች ላይ ሊያመጣ ስለሚችለው ተጽዕኖ ምን ታስቧል? " • " ከውጭ የሚገቡ ምርቶችን የመቀነስ እና የሃገር ውስጥ ምርቶችን ከማበረታታት አኳያ ምን እየተሰራ ነው " የሚሉ ጥያቄዎች ይገኙበታል። ሚኒስትሩ አቶ መላኩ አለበል ምን መለሱ ? " ገቢ ምርትን የመተካት ስራ እና ተያይዞ ያሉ ጉዳዮችን በተመለከተ ትኩረት መሰጠት ስላለበት ይህንን ለማስፈጸም ስትራቴጂ አዘጋጅተናል። በስትራቴጂያችን መሰረት ካሉን አጠቃላይ ኢንዱስትሪዎች ፣የሰው ሃይል አቅም ፣ከግብአት እና ከመሳሰሉት አኳያ 96 አይነት ምርቶች በአስቸኳይ ልንተካቸው እንችላለን ብለን ለይተናል። 2017 ዓ/ም 3.1 ቢሊየን ዶላር የሚያወጡ ከውጪ የሚመጡ ምርቶችን መተካት ተችሏል። አንዳንድ ምርቶች መቶ በመቶ የተተኩ አሉ አንዳንዶቹ ከመተካት አልፎ ለጎረቤት ሃገራት እያቀረብን ነው ለምሳሌ የሚሊተሪ ልብስ እና ብቅልን ማየት ይቻላል። 83 ምርቶች ኤክስፖርት ብናደርጋቸው ተወዳዳሪ ሊያደርጉን ይችላሉ ተብለው ተለይተዋል። አለም አቀፍ ሁኔታው የተረባባበሸ እና በብዙ ሁኔታ ችግር ያለበት ስለሆነ አብዛኞቹ ምርቶች ከሚገዛባቸው ሃገር ጭምር ለመተነበይ ያስቸገሩ ነገሮች በመኖራቸው ምክንያት ለህብረተሰቡ ምርትን ከሃገር ውስጥ መግዛት አስተማማኝ እና የተሻለ ነው። ፕላስቲክን በሚመለከት የወጣው ህግ እንደ ሃገር የተወሰደ ጥሩ የሚባል ከአካባቢ ጥበቃ ጋር ተያይዞ የተወሰነ ውሳኔ ነው። በርካታ ውሃማ አካላት በተለይም በከተማ መግቢያ አካባቢ ብንመለከት በፌስታል የተሞላ ነው አንዳንድ የአፍሪካ ሃገራት ቀደም ብለው ከፕላስቲክ ምርት ራሳቸውን ነጻ አድርገዋል። በቀጣይ አካባቢ ጥበቃ ላይ ተጽዕኖ እንዳይኖር የግድ ማሻሻል ያለብንን ነገር ማሻሻል ስለሚጠበቅ የፕላስቲክ ምርቶችን በሚመለከት የተወሰነው ውሳኔ ትክክል ነው። አዋጁ ፕላስቲክ አምራቾች መቼ እና እንዴት ስራቸውን ያቆማሉ የሚለውን ለማስፈጸምም የተሰጠ ጊዜ አለ መለስ ብሎ መመልከት ያስፈልጋል። ከፕላስቲክ ስናገኝ የነበረውን አገልግሎት በምን አማራጭ ምርቶች ለመተካት ታስቧል ? የሚለውን በሚመለከት በኬሚካል ምርምር ማዕከሎቻችን ያሉ ተመራማሪዎች ፕላስቲክን የሚተኩ አካባቢ ተስማሚ የሆኑ ምርቶችን አግኝተው ሰርተፍኬት ወስደዋል። ይህንን ምርት ወደ ኢንዱስትሪዎች እያስተዋወቅን ስለሆነ በቀጣይ በስፋት እያመረቱ ህብረተሰቡ የሚፈልገውን አገልግሎት እንዲያገኝ መጪው ትውልድ ያልተበከለ አካባቢ እንዲረከብ ማድረግ አስፈላጊ ነው። አምራቾች በተወሰነ ማስተካከያ ሪፕርፕዝ (Repurpose) ይደረጋሉ የኮቪድ ጊዜ የመጠጥ፣ የውሃ እና የአልኮን ፋብሪካዎች ሳኒታይዘር እንዲያመርቱ የተደረገበት ጊዜ ነበር ትንንሽ ማስተካከያዎች እየተደረጉላቸው እነዚህ ኢንዱስትሪዎች ሌላ ምርት እንዲያመርቱ ማድረግ የሚቻልበት እድል አለ። ከኢንዱስትሪዎቹ ጋር በመመካከር ሰራተኞቻቸውን እንዳይበትኑ ፣የነበራቸውንም ህይወት እንዳያጡ የማድረግ ስራ ይሰራል " ብለዋል። ከሚያዚያ 25 እስከ 29/2017 ዓ/ም የኢትዮጵያ ታምርት ኤክስፖ ይካሄዳል። ቲክቫህ ኢትዮጵያ አዲስ አበባ #TikvahEthiopiaFamilyAA @tikvahethiopia
