    Punjab's Soil Crisis: Science Warns, Policy Falls Short A Punjab Agricultural University study has reaffirmed that the state's prolonged rice–wheat monoculture is accelerating soil degradation. Continuous puddling, intensive tillage, declining organic matter, absence of legumes, and limited crop diversification have reduced soil health while increasing dependence on water-intensive agriculture. Yet, the bigger concern lies in the implementation gap. Despite Punjab's worsening groundwater crisis: ₹500 crore was allocated by the Punjab Government for the Crop Diversification Scheme. The allocation was later reduced to just ₹40 crore. Actual expenditure was only ₹0.85 crore, while the CAG Finance Report recorded audited expenditure of merely ₹0.20 crore. Why it matters Punjab continues to expand rice cultivation despite severe groundwater depletion. Scientific recommendations—including crop diversification, legumes, balanced nutrient management, organic manures, and residue incorporation—remain inadequately implemented. Without meaningful investment in diversification, the state risks worsening soil degradation, groundwater depletion, and declining farm sustainability. The Real Priority Punjab's agriculture does not merely need higher budget announcements—it needs effective execution. Restoring soil health and conserving groundwater require sustained investment in crop diversification, farmer incentives, market support, and long-term policy commitment, not token expenditures. Healthy soils, diversified cropping systems, and prudent water management are not optional—they are essential for Punjab's agricultural future.
