🇷🇺🇺🇦 🔻Thanks to all the decisions made since last autumn – political decisions, financial decisions, and the technological choice we made a year ago – we were able to shift to a significantly more technologically advanced defense this winter and spring. The long-range sanctions plan is being implemented, and there are more and more of our mid-range strikes as well. In fact, we have succeeded in blocking off Russia’s south, and we are expanding this strategic operation – quite rightly, in response to Russian strikes on our ports and our cities. And every level of pressure on Russia must bring that country – and its society, above all – closer to the point where they want to end their war. Our sanctions against Russian oil refineries and other facilities in Russia’s oil sector, our mid-range strikes against Russian military logistics, and our operation in the waters of the Black Sea and the Sea of Azov – all of this is working to limit Russia’s war potential. It is important to continue this with more active political and legal measures as well. Today, there is a Ukrainian sanctions package targeting companies and vessels that are transporting grain and other goods stolen from the temporarily occupied territories of Ukraine. We are preparing new sanctions packages against Russia’s war industry, financial chains, and intermediaries.

🔻The Proclamation imposes a 100% ad valorem tariff on drones of a certain size or with certain capabilities that are particularly sensitive for national security purposes, docking stations of these drones, and certain critical components of these drones. This drone category includes drones with a maximum takeoff weight of more than 25 kilograms and drones with thermal imaging capabilities.  The Proclamation imposes a 25% ad valorem tariff on certain drones that are smaller in size and lack certain capabilities that particularly implicate national security, and on other drone components.  The Proclamation imposes a 15% ad valorem tariff on drones and components from the European Union, Japan, Liechtenstein, Republic of Korea, Switzerland, and Taiwan, and a 10% ad valorem tariff for drones from the United Kingdom, provided that substantially all hardware, software, and technology originates from within these countries and the United States.   The Proclamation authorizes the Secretary of Commerce to establish an onshoring program for companies making new investments in manufacturing drones and drone components.  The tariffs will take effect 21 days after signing.  For components of drones that are not particularly sensitive, the tariffs will take effect 180 days after signing.   For products and components that the Department of War has approved for an exemption from the Federal Communications Commission’s Covered List within 20 days of signing, the tariffs will take effect 180 days after signing.

🇺🇸 🔻The Memorandum directs the Secretary of War to replace the Advanced Electromagnetic Aircraft Launch Systems and the Advanced Weapons Elevators with traditional steam and hydraulic systems during the construction of CVN-81. The Memorandum directs the Department of War to pursue more direct investments in the American shipbuilding industrial base based off of the successful “Finland model,” which was first employed with the Coast Guard’s medium icebreaker program. As foreign shipbuilders make substantial and durable investments into America’s shipyards and train an all-American workforce for the jobs they create, they will be temporarily permitted to build up to two ships in their parent shipyards that will be delivered to bridge gaps on a quick turnaround, while additional ships will be built in revitalized American shipyards. The Memorandum directs the Secretary of War to establish a fifth Naval shipyard, the first in over 80 years, to increase the Nation’s submarine and aircraft carrier repair capacity.  The Memorandum directs the Secretary of War to establish a Component Repair Center capable of holding, repairing, and refurbishing critical components for all current major submarine programs. The Memorandum directs the Secretary of War to undertake a full review, reform, and reorganization of Naval Sea Systems Command to address chronic challenges in American naval shipbuilding.
