Police Constable Elijah Kibelion Kimoi is a Kenyan police officer who is currently in custody after being identified by the Directorate of Criminal Investigations (DCI) as the prime suspect who pulled the trigger in the fatal shooting of Dr. Victoria Mutiso. Prior to his arrest, Kibelion was stationed at the Karinde Police Post, under the larger Kikuyu Police Station in Kiambu County. Kimoi’s role was strictly execution-focused. A senior officer, Inspector Kenneth Kipkemboi Sang, allegedly acted as the logistical link, sourcing the official Jericho pistol and the ammunition used in the hit. According to digital profiling by investigators, Kibelion Kimoi maintained a dual lifestyle that sharply contrasted a wholesome, family-oriented public persona with covert, high-risk involvement in criminal syndicates. On his social platforms, he carefully curated the image of an ordinary, law-abiding citizen and dedicated professional. His public posts frequently highlighted his private life, presenting himself as a loving husband and a deeply committed father. Behind his modest constable salary, investigations indicate that Kibelion integrated himself into a highly organized, rogue police network. Rather than performing standard law enforcement duties, his covert operational lifestyle involved moonlighting as a contracted hitman for wealthy civilian financiers. Digital forensic tracking placed Kibelion at the crime scene. Investigators used Nairobi Expressway toll logs, M-Pesa transaction histories, and cell phone tower data to track his movements before, during, and after the shooting. Forensic ballistic tests conducted at the National Police Forensic Laboratory positively matched the weapon to the crime. The murder weapon, a police-issue Jericho pistol, was recovered from a steel box in a police armory where it had been returned after the hit. Experts confirmed that the spent cartridges found at the Upper Hill murder scene, along with the bullet extracted from Dr. Mutiso during her postmortem, identically matched test-fired rounds from that specific pistol. According to DCI Director Mohamed Amin, Kibelion is the cold-blooded murderer-for-hire who opened fire during the killing of Dr. Mutiso, shooting her three times: twice in the head and once in the chest.
