The Federation of Chambers said in a statement received by the Iraqi News Agency (INA) that, “as part of efforts to strengthen the trade and economic partnership between Iraq and Europe, an expanded meeting was held at the headquarters of the Federation of Iraqi Chambers of Commerce in Baghdad, bringing together a number of officials and representatives of Iraqi economic and government institutions, alongside the European Union Mission in Iraq, to discuss prospects for enhancing economic and trade cooperation between the two sides.” It added that the meeting was attended by President of the Federation of Iraqi Chambers of Commerce Amer Al-Fahdawi; EU Ambassador to Iraq Clemens Semtner; EU Projects Department Director Wim Rimba; Director General of the Private Sector Development Department at the Ministry of Commerce Malek Al-Duraie; Director General of the Single Window Department Zuhair Shaker Ali; Tharwat Akram, Deputy Director General of the Foreign Economic Relations Department at the Ministry of Commerce; Mohammed Nouri, Deputy Director General of the Economic Department at the Ministry of Foreign Affairs; Mohammed Al-Sharifi, Investment Affairs Officer at the Economic Department of the Ministry of Foreign Affairs; Mohsen Al-Hamid, President of the International Chamber of Commerce in Iraq; Hosna Hadi, Director of the International Cooperation Department at the National Investment Authority; Ahmed Al-Yasiri, Advisor for International Organizations Affairs at the Federation of Chambers of Commerce; Anmar Iyad, Director of the Iraqi International Organizations Department at the Federation, in addition to a number of officials and program directors from the EU Mission. The Federation said that “the primary objective of the meeting is to strengthen the trade and economic partnership between private-sector and government institutions and develop joint cooperation with the European Union and international institutions and organizations.” It explained that the meeting also sought to accelerate commercial activity in Iraq and highlight investment projects to attract foreign investment, as part of efforts to support the Iraqi government’s objectives of sustaining the Development Road project and identifying the best ways to connect Iraqi trade with Europe and the wider world. The Federation noted that the discussions covered several key areas, including the Partnership and Cooperation Agreement between Iraq and the European Union, the National Investment Map, the Jobs Project for private-sector development, and Iraq’s accession process to the World Trade Organization (WTO) in cooperation with the International Trade Centre (ITC), in addition to commercial arbitration, business integrity and corporate social responsibility, in cooperation with the United Nations Development Programme (UNDP). It further stated that a number of future projects and initiatives were proposed in the fields of the digital economy, sustainable and smart cities, digital transformation, and private-sector capacity-building programs, particularly for companies and entrepreneurs. These initiatives are expected to broaden the scope of Iraqi-European cooperation and support Iraq’s move toward a more competitive and sustainable economy.     Let Me Clear This One Line Item Up: "The List" What It Actually Is There is no single master list of dinar holders sitting in a vault somewhere. What exists is far more mundane and far more effective. When you purchase foreign currency through a registered dealer Currency Exchange International, TD Bank's foreign currency desk, whatever that transaction generates a SAR-CTR paper trail under FinCEN requirements for transactions exceeding $10,000. The dealer logs your name, the currency type, the amount, and your identification. That record lives in the dealer's compliance system and feeds into FinCEN's database. Nothing Special. Nothing Exclusive. Nothing To Ponder About So yes, in a functional sense, if you bought through legitimate channels, you are "on a list." But that list is just transaction records. It is not a watchlist. It is not a targeting list. It is the same boring compliance infrastructure that tracks anyone buying $10,000 worth of Canadian dollars or euros. Where "The List" Actually Matters Where Forum Lore Gets It Half-Right Is This: When the RV hits and people start walking into banks to exchange, the bank's compliance department runs your transaction through several layers. • Provenance Check: Where did you get the currency? If you bought through a registered dealer and have your receipt, the bank sees a clean acquisition trail. Date, amount, price paid, dealer name. Simple. The exchange processes through their foreign currency settlement system. • AML Flagging: If you walk in with 10 million IQD in physical notes and no receipts, no dealer records, no paper trail the bank files a Suspicious Activity Report automatically. Not because you're a criminal. Because federal regulations require it for large currency transactions lacking clear provenance. The SAR goes to FinCEN. It sits in their database. If nothing else about you triggers flags, it probably just sits there forever and nothing happens. • The bank asks how you acquired the currency. Not because they're trying to confiscate it because their compliance officer's job depends on documenting the answer. "I bought it from a dealer online in 2014, here's the receipt" closes the inquiry. "I bought it from a guy" opens one. Understand? So there you have it. In plain English. If you do not have your "paper receipt" but your bank can provide a transaction history then you should be good to go if you used your local bank. I think the same can be said for vendors.
