It's a payment from one side of the market to the other, made every 8 hours. When perps trade above spot, longs pay shorts. Below - shorts pay longs. The mechanism exists to pull the perp price back to the index. Who actually pays this in practice: A trader waiting for FOMC, convinced the market goes up, opens a leveraged long the day before. Funding is the rent he pays to be in the room when it happens. A fund hedging a long-term BTC holding. Doesn't want to sell, but wants downside protection. Opens a short perp as insurance. Insurance costs money. That cost is funding. A whale taking size in a thin altcoin. Spot liquidity isn't deep enough, enters through perps. Funding is the carry cost of holding that size. A market maker after skewed client flow. Has to hold long perps to neutralize the book. Not a bet - operational cost of running inventory. Funding isn't yield magic.
