  • '20 SECONDS TO COMPLY' Manchester Truthers Weekender # 1 - August Bank Holiday Friday 28th to Monday 31st August 2026 - £Free - Telegram 1080p FHD uncompressed YouTube: https://youtu.be/egW7-ceKxo0 Telegram smaller file SD medium screens: https://t.me/c/1692622175/30894 The cost to camp for our weekender this Bank Holiday (Friday 28th to Monday 31st August 2026) will be £10 per person, per night - so it will be £30 total per person for the Friday, Saturday and Sunday night camping if you're staying for three nights. We'll need to know the expected pitches needed ahead of the weekend. DM @StarryNightTimes or comment on Manchester Truthers channel or groups to book, ideally on or before Sunday 23rd August so we can give the farm an idea of the camping space we'll need. The camping is independent and in beautiful countryside, amongst other farms who appear to be under pressure from Agenda 2030. Pressure's coming from land owners and developers. 🚜 There are three villages within short walking distance with one supermarket, shops, restaurants, pubs and take aways. We will likely have someone around the site most if not all of the time so people can decide what they'd like to do on the day whether that's what activities we have planned (exploring the cities or the countryside) or chilling out in countryside. We generally know how to park free of charge or at worst sub £10 in the cities. We could take snacks and a packed lunch out on trips with us to lower the cost plus we could also eat at the campsite later so long as you can wait until evening when we get home. There's a Sainsbury's, sandwich shops and a bakery local to the campsite. If you want to buy when in the cities there are tonnes of choices but not many take cash sadly as we will see. Choose city exploring (don't worry, the above bullet holes in the video above are filters 😁) or chill out amongst the trees. Go with the flow. There'll be a chill out day, we'll go for a lovely walk followed by lunch at a community owned historical pub, saved from demolition. It is a beautiful treat. Do what you feel like on the day, easy come, easy go. We'll be camping as it should be (on farm fields with no electricity) at Cheshire, close to the border with Greater Manchester. There are basic but clean toilets, pay for use showers and washing up facilities. It's a general campsite so there'll be others camping there too. Pay the campsite direct, we won't be handling any money but we'll sort the bookings (the owner prefers that). There are electric hook ups elsewhere on the site (for our weekender # 2 maybe?) however they're fully booked for the Bank Holiday (sorry). The campsite is reachable by public transport by bus and it's close to a train station (although you may need a short taxi to the site from that station). We'll be travelling into and out of the cities by bus or by train so you'll need to factor in local train, bus and possibly short distance taxi fares into your budget plus your food and drink. A Mayoral Development Corporation (MDC) is a statutory body created to bring forward the regeneration of a defined area, bringing together stakeholders across public and private sectors to ensure its success. They have powers to acquire develop, hold, and dispose of land and property. They also have powers to facilitate the provision of infrastructure and the ability to use flexible financial tools to get development moving faster. Powers can enable more streamlined and efficient decision-making, including planning decisions. The MDC model has been used successfully in other Local Authority and Combined Authority areas across the country and would be run by a Board that includes local democratically elected Members along with independent development experts from the public and private sector, to ensure a balance between accountability and technical expertise. Why is a Mayoral Development Corporation proposed for Liverpool North Docks? Liverpool North Docks has already benefited from recent public and private investment, and a significant pipeline of development is coming forward. These plans would see this area deliver around half of the city’s delivery of new housing over the next 15 years and a large proportion of the new jobs and economic growth, including those in growth sectors targeted by the Council and LCR Combined Authority’s regeneration and growth strategies. The scale of this ambitious programme requires focused coordination of the different projects, collaborative public-private partnership working and a long-term commitment to systematically unblocking development via a committed and capable delivery team working to a tailored delivery plan and phasing programme. The structure and operating model of an MDC provides an opportunity for the Liverpool City Region Combined Authority and Liverpool City Council to make a long-term commitment to work with property owners, investors, developers and other public sector partners to focus on Liverpool North Docks and realise the ambition to deliver great places to live and work within its area. It will work to raise the profile of the developments brought forward, attract the right type of investors and development, ensure the necessary supporting infrastructure is brought forward, and secure benefits to local people and businesses. What are the development proposals for the Liverpool North Docks MDC? Over the next 15+ years, the Liverpool North Docks area will be progressively stitched back into the city – physically, socially and economically through a planned and phased approach to delivery. The ambition is to deliver at least 17,000 homes in high-quality and sustainable communities, over 550,000 m2 of commercial floorspace, a vibrant destination anchored in the area’s sport, creative industry and heritage assets alongside modern professional workplaces that together will create thousands of new jobs and support wider inclusive growth opportunities. The Liverpool North Docks MDC will establish the delivery framework to enable this part of Liverpool to become one of the best places in the UK to live, work, and visit and maximise its positive contribution locally and to the wider city region’s economy. We’re proposing the MDC would work to secure benefits for local people and businesses. The MDC would want to work with the local community, property owners, investors and developers to help collaboratively deliver the ambitious plan and realise the benefits of developing the North Docks area. What area does the Liverpool North Docks MDC cover? The proposed Liverpool North Docks MDC boundary is shown in the map. It would consist of the Liverpool waterfront from Princes Dock in the south to the Hill Dickinson stadium in the North. Moving inland, it would encompass the Ten Streets area as well as Pumpfields. To the South it would cover the majority of the city’s Business District and include Moorfields station. The proposed area within Liverpool presents a remarkable opportunity to create one of the most significant investment and regeneration initiatives in the UK today. This transformative project would dramatically enhance economic performance and quality of life for the local area. What is the proposed timeframe for the delivery of the Liverpool North Docks MDC? The report on the responses to this consultation will be taken to Liverpool City Council’s Cabinet and the Liverpool City Region Combined Authority Meeting for consideration in September 2026. If there is support for the proposal, the Mayor will then notify the relevant Government Minister (The Secretary of State for Housing, Communities and Local Government) who would establish the “Liverpool North Docks Mayoral Development Corporation”. While MDCs are able to acquire land using compulsory purchase powers, the model for Liverpool North Docks will be to seek that acquisitions will be negotiated by commercial agreement wherever possible. Experience from other Corporations is that such powers are employed sparingly and only when land is required for very specific purposes or public benefit. We would urge anybody who is concerned about potential compulsory purchase or that is interested in selling their property within the MDC area to talk to a member of the team about their individual case. Will the MDC have planning powers? As part of these proposals, the Liverpool North Docks MDC would be the Local Planning Authority responsible for determining planning applications relating to major development. The responsibility of planning policy will remain with the City Council, which includes the Local Plan. This would enable more streamlined, timely planning decisionmaking and a comprehensive planning policy base. What impact will the Liverpool North Docks MDC have on social and transport infrastructure? The proposed Liverpool North Docks MDC area occupies a strategic location within the city of Liverpool, the city region, and the North West. The MDC will focus on improving transport links, including active travel, utilities reinforcement, public open space provision, and delivery of community facilities and other social infrastructure. The aim would be to support and unlock delivery of sustainable, modern and inclusive communities in high-quality and connected environments, in a coordinated and phased manner.   • Next steps confirmed for Liverpool’s Mayoral Development Corporation - March 2026 https://www.liverpoolcityregion-ca.gov.uk/news/next-steps-confirmed-for-liverpools-mayoral-development-corporation - Mayor Rotheram to reveal timetable for MDC business case for Government;  - Public consultation on its scope and function set for summer;  - Combined Authority to consider formal creation by autumn;  - Proposed MDC to transform Liverpool’s North Docks; - Potential to create 5m sq ft of new commercial space and 17,700 new homes.   The next steps for Liverpool’s emerging Mayoral Development Corporation (MDC) will be unveiled this morning with the announcement that a full business case is now in development to transform the city’s North Docks.  Mayor Steve Rotheram will make the announcement at the 2026 MIPIM property conference, in Cannes, France, where he will outline to potential investors how the MDC aims to inspire “one of the UK’s most dramatic renaissance stories of the 21st century”.  The Mayor will also reveal that Liverpool City Region Combined Authority, with Liverpool City Council, is set to launch a statutory public consultation on the proposed MDC by the summer.  Subject to approval, the MDC will build on momentum generated by Everton FC’s new Hill Dickinson Stadium at Liverpool Waters as it seeks to convert 174 hectares of brownfield land into a dynamic extension of Liverpool city centre, with 5m sq ft of new commercial space and 17,700 new homes.   Speaking at the Liverpool City Region stand at MIPIM, Mayor Rotheram will explain to delegates how the North Docks zone aims to bring together a number of regeneration priorities in the area, including: - The Central Docks, Liverpool Waters development, including a new urban park, supported by a £55m government grant and £26m investment from Peel Waters, site preparation due for completion in 2028. - The £1bn Kings development by Beetham Davos, also within Liverpool Waters. - A major Grade A office scheme at Pall Mall, in the city’s Commercial District.  - Stanley Dock warehouse complex conversion for residential and visitor stay accommodation. - Liverpool Cruise Liner expansion by Global Port Holdings by 2028.  The zone’s future will be guided by a strategic masterplan vision and delivery framework that is being co-produced with Homes England, in conjunction with key stakeholders in the area.   This framework will also incorporate existing initiatives for housing-led regeneration under the Pumpfields SPD, working with businesses in the 10 Streets area, and will align with aspirations set out in the Council’s Waterfront Plan for enhanced connectivity between the city centre and North Docks. The forthcoming statutory 6-week consultation will give residents, businesses and stakeholders the opportunity to comment on the scope and function of the MDC.  Once completed, the results of the consultation will inform the full business case, which will set out the financial, economic, commercial and governance reasons for its establishment.  It will then be sent to the Ministry of Housing, Communities and Local Government, for consideration by Government.  The Combined Authority, which yesterday unveiled a landmark £2bn Investment Fund to fast-track development projects, is expected to consider the formal creation of the MDC following work on the business case in the autumn.   Subject to approval, this would enable the corporation, which will involve collaboration between the Combined Authority, Liverpool City Council, Homes England, national agencies and private sector partners such as Peel Waters, to progress towards full legal establishment once national consent is secured.  By adopting new powers for accelerated planning, land assembly and infrastructure delivery, the Mayor will highlight the crucial role of the MDC in its ability to enable streamlined decision-making, innovative financing tools and dedicated teams focused on development delivery and economic growth to a long-term phased delivery plan.  Mayor Rotheram’s announcement on the MDC’s business case timetable comes less than a day after developer Beetham Davos revealed how their stunning new Kings neighbourhood, which falls within the emerging MDC boundary, would connect the northern fringe of the docklands with the city centre’s commercial business district.  Mayor Rotheram will also reveal that North Docks will be the region’s place-based regeneration project, along with Liverpool Central Station, following the Government’s Green book review in 2025.  Liverpool City Region Mayor Steve Rotheram said: “This Mayoral Development Corporation has the potential to inspire one of the UK’s most dramatic renaissance stories of the century, so I’m delighted to say our foot is firmly on the pedal to make this happen.  “For far too long, vast swatches of the city’s historic docklands have been left to rot and the impact on North Liverpool and the communities surrounding it is clear to see.  “Now with the arrival of Everton’s new stadium and exciting plans from developers such as Peel Waters and Beetham Davos coming out the ground, the timing to create such a body has never been better and the full business case should be ready for the Government to assess within the next 6 months.  “Momentum and confidence in the private sector is building and this MDC is the perfect body to capture that and provide the tools to accelerate it.  “Working alongside Liverpool City Council, we have a clear roadmap ahead of us to turbocharge much needed investment in a number of schemes which will transform this area from a brownfield wilderness to a dynamic extension of Liverpool city centre.”  In December last year, Liverpool City Council reached a key milestone when its Cabinet endorsed the ambition to create an MDC for the North Docks. Liverpool City Council Leader Cllr Liam Robinson said: “This is a hugely important moment for the future of Liverpool’s North Docks and our wider city. Working with the Liverpool City Region Combined Authority, the proposed Mayoral Development Corporation gives us a powerful opportunity to accelerate regeneration on a scale that simply hasn’t been possible before.  “By building on the momentum created by major investments such as the new Everton stadium at Liverpool Waters, we can unlock long term growth, deliver thousands of new homes, and create high quality jobs in a part of the city with enormous potential.   “Just as importantly, we are committed to engaging residents, businesses and partners as plans develop, so that this transformation delivers real benefits for Liverpool and its communities.”  James Whittaker, Managing Director of Peel Waters said:  “We welcome today’s announcement from the Liverpool City Region Combined Authority and fully support the creation of a Mayoral Development Corporation. “Peel Waters has been a long-term partner to the city region, and the inclusion of Liverpool Waters is an important step forward.
