🔆 NATO’s Strategic Transformation: Implications for Global Security 📍 Why in News? ✅ NATO is entering a new strategic phase, with Europe assuming greater responsibility for its own defence as the U.S. shifts more strategic focus to the Indo-Pacific. 📍 Key Highlights ✅ European NATO members have committed to increasing defence spending and strengthening indigenous military capabilities. ✅ The U.S. is reducing its conventional military footprint in Europe while continuing to provide strategic deterrence. ✅ NATO’s focus is shifting from burden-sharing to strategic redistribution of responsibilities. ✅ The Russia–Ukraine conflict has accelerated NATO’s military modernisation and defence industrial capacity. 📍 Implications for India ✅ Greater U.S. focus on the Indo-Pacific aligns with India’s strategic interests. ✅ Opens opportunities for defence manufacturing, advanced technologies, AI, cybersecurity and semiconductor cooperation. ✅ India can deepen partnerships while maintaining its policy of strategic autonomy. 📍 Prelims Fact ✅ NATO (North Atlantic Treaty Organization) was established in 1949 and currently comprises 32 member countries.

🔆 National Investment Policy for Urea (NIPU)–2026 📍 Why in Focus? ✅ The Cabinet Committee on Economic Affairs (CCEA) has approved the National Investment Policy for Urea (NIPU)–2026 to boost domestic urea production, reduce import dependence, and strengthen India’s fertilizer security. 📍 Key Highlights ✅ Encourages investment in new gas-based urea manufacturing units to achieve Atmanirbharta in urea production. ✅ Introduces separate fixed and variable cost components, with a Return on Equity (RoE) band of 12–16%. ✅ Provides foreign exchange risk mitigation by allowing conversion of fixed costs into Indian Rupees after four years. ✅ India currently has 33 operational urea plants with an installed capacity of 269.42 LMT. 📍 Need for the Policy ✅ Rising fertilizer demand, import dependence, and concerns over global supply disruptions. ✅ Supports timely fertilizer availability and strengthens India’s food security. 📍 UPSC Value Addition ✅ Urea subsidy (2025–26): ₹1.42 lakh crore out of the total fertilizer subsidy of ₹2.17 lakh crore. ✅ Subsidised fertilizers are sold through the Direct Benefit Transfer (DBT) system using Point of Sale (PoS) devices linked to Aadhaar. ✅ Promotes Integrated Nutrient Management (INM) for balanced and sustainable fertilizer use.

India Achieves Landmark 300 GW Non-Fossil Fuel Power Capacity In a major milestone for the nation's clean energy transition and climate action targets, India has crossed 300 GW of non-fossil fuel-based installed electricity generation capacity as on 31st July, 2026; over 60% of the 500 GW capacity targeted to be achieved by 2030. Breakdown of Non-Fossil Fuel Capacity (as on 31.07.2026): 💠Solar Power: 164.59 GW 💠Wind Power: 58.14 GW 💠Hydro Power (Large & Small): 57.24 GW 💠Bio-power: 11.75 GW 💠Nuclear Power: 8.78 GW 💠Total Non-Fossil Capacity: 300.50 GW The share of non-fossil fuel electricity capacity in the country’s total electricity generation capacity (which is around 552 GW at present), has reached over 54%.
🔆 Cauvery Water Dispute: Need for a Distress-Sharing Formula 📍 Why in News? ✅ Deficient southwest monsoon has revived the Cauvery water dispute, with Karnataka and Tamil Nadu facing acute water stress and renewed disagreements over water sharing. 📍 Key Highlights ✅ Poor monsoon has intensified water scarcity, affecting drinking water supply, irrigation, and farmers’ livelihoods in both States. ✅ Karnataka released significantly less water than the Tribunal’s prescribed share, citing concerns over future drinking water needs. ✅ The Cauvery Water Management Authority (CWMA) directed Karnataka to release 3,500 cusecs daily for 15 days, following recommendations of the Cauvery Water Regulation Committee (CWRC). ✅ Existing institutional mechanisms require compliance, but experts stress the need for a scientific distress-sharing formula during low-rainfall years. ✅ Cooperative federalism, transparent reservoir data sharing, and basin-level planning are essential for sustainable inter-State river water management.

🔆 Public Examinations (Prevention of Unfair Means) (Amendment) Bill, 2026 📍 Why in News? ✅ Parliament passed the Public Examinations (Prevention of Unfair Means) (Amendment) Bill, 2026 to strengthen anti-cheating measures after the NEET-UG paper leak. 📍 Key Provisions ✅ Investigation to be completed within 60 days. ✅ Trials in designated fast-track courts to conclude within 3 months of filing the chargesheet. ✅ High Court appeals to be decided by a Division Bench within 3 months. ✅ Adjournments restricted beyond the next day except for exceptional reasons. ✅ States/UTs to appoint special public prosecutors for these trials. 📍 Enhanced Penalties ✅ General offences: 5–10 years’ imprisonment and fine up to ₹50 lakh. ✅ Service providers: Fine increased to ₹5 crore. ✅ Organised crime: Minimum 7 years’ imprisonment and fine up to ₹10 crore. 📍 Concerns ✅ No provision if the 60-day investigation deadline is missed. ✅ Fixed timelines may conflict with Supreme Court rulings against rigid limits in criminal trials. ✅ Fast-track courts continue to face backlogs, judicial vacancies, and staff shortages.
