    OTT PLATFORMS 1. Introduction OTT, or Over-The-Top platforms, are digital services that deliver movies, web series, documentaries, sports and other content directly through the internet, bypassing traditional television and cinema distribution. In India, OTT has transformed entertainment from a fixed-time, television-based model to an on-demand, personalised model. Platforms such as Netflix, Amazon Prime Video, JioHotstar and SonyLIV have become an important part of India’s digital economy. 2. Current Scenario India has emerged as one of the world’s largest OTT markets. According to the Ormax OTT Audience Report 2025, India’s OTT audience reached 601.2 million people, around 41% of the population, registering nearly 10% growth over the previous year. India had around 148.2 million active paid OTT subscriptions in 2025. Connected TV users increased by 85% in one year, reaching 129.2 million, showing that OTT is moving beyond smartphones towards large-screen consumption. The Indian OTT market crossed ₹272 billion in 2025, according to the FICCI-EY report. Regional content is becoming a major growth engine. The share of regional languages in OTT increased from 27% in 2020 to 56% in 2025. OTT is also generating employment for actors, writers, technicians, editors, content creators and digital marketers. A major recent development is the growth of bundled subscriptions through telecom companies and digital platforms, making multiple OTT services accessible through a single package. EY estimates that 71% of subscriptions were bundled on average in 2025. Thus, OTT is not merely an entertainment platform; it is becoming an important component of India’s digital economy and cultural ecosystem. 3. Challenges First, content regulation: Some OTT content has raised concerns regarding obscenity, violence, hate speech and content unsuitable for children. India therefore faces the challenge of balancing freedom of expression with social responsibility. Second, piracy: Illegal downloading and streaming reduce revenues for producers and creators and discourage investment in original content. Third, addiction and mental well-being: Easy access to unlimited content can encourage excessive screen time, particularly among young people. Fourth, misinformation and harmful content: Digital platforms can rapidly amplify misleading or manipulated content. Fifth, data privacy: OTT platforms collect large amounts of user data related to viewing behaviour and preferences, making cybersecurity and privacy important concerns. Sixth, digital divide: Although India’s OTT audience is huge, access is still affected by internet connectivity, affordability and digital literacy, particularly in rural and remote areas. 4. Way Forward The way forward should be “Responsible Freedom with Effective Regulation.” Strengthen age ratings and parental controls so that children are protected from inappropriate content. Improve content transparency and grievance-redressal mechanisms rather than relying only on censorship. Strengthen anti-piracy measures using technology and faster legal action. Protect user data through stronger cybersecurity and privacy practices. Promote regional and Indian-language content, which can strengthen India’s cultural diversity and create employment. Encourage digital literacy so that users can distinguish genuine content from misinformation. The government and industry should maintain a balanced regulatory framework that protects public interest without unnecessarily restricting creativity. Interestingly, regulation remains a live policy issue. In July 2026, TRAI released a consultation paper on the regulatory mechanism for OTT communication services and selective banning of OTT services, showing that the regulatory debate is still evolving. Conclusion OTT platforms represent the democratisation of entertainment—a creator from a small town can potentially reach millions of viewers without depending entirely on traditional studios or television networks.

Domestic politics in neighbouring countries India’s actions can become an issue in the domestic politics of neighbouring countries, creating anti-India narratives. 7. Limited regional integration SAARC remains relatively ineffective because of India-Pakistan tensions, while regional economic integration remains below its potential. 5. Way Forward 1. From “Neighbourhood First” to “Neighbourhood First + Neighbourhood Lasting” India should focus not merely on announcing projects but on timely completion and visible benefits. 2. Respect sovereignty India should adopt a consultative and non-reciprocal approach, reflecting the core spirit of the Gujral Doctrine. 3. Connectivity first Accelerate: Railways Roads Inland waterways Ports Energy grids Digital payment connectivity 4. Compete with China through quality, not confrontation India cannot always match China’s financial resources. Instead, it should offer transparent, sustainable and locally beneficial development partnerships.

    India’s Neighbourhood First Policy 1. Historical Background India’s neighbourhood policy has evolved considerably since Independence. 1947–1990s – Idealism and non-alignment: India initially emphasised sovereignty, non-interference, peaceful coexistence and regional cooperation. However, relations with some neighbours were affected by conflicts, particularly with Pakistan, and by political instability in the region. 1996 – Gujral Doctrine: I.K. Gujral advocated non-reciprocity—India should be willing to give more to smaller neighbours without expecting immediate reciprocity. This became an important intellectual foundation for later neighbourhood diplomacy. 1992 – Look East Policy: India also began expanding engagement towards Southeast Asia, later upgraded to Act East Policy in 2014. 2014 – Neighbourhood First: The Modi government gave the neighbourhood an explicit institutional priority. The invitation to SAARC leaders to the 2014 swearing-in ceremony, followed by early visits to Bhutan and Nepal, signalled this shift. The present policy therefore combines security, connectivity, development partnership, trade and people-to-people relations. 2. Current Scenario India’s immediate neighbourhood generally includes Afghanistan, Bangladesh, Bhutan, Maldives, Myanmar, Nepal, Pakistan and Sri Lanka. The policy seeks to improve physical, digital and people-to-people connectivity, along with trade and commerce. Major pillars: 1. Connectivity Roads, railways, waterways, ports and energy links. Examples include India-Nepal rail connectivity, India-Bangladesh rail and waterways, and connectivity projects with Bhutan and Sri Lanka. 2. Development partnership India provides Lines of Credit, grants, infrastructure projects, humanitarian assistance and capacity building. Bangladesh has been one of the largest beneficiaries; India’s development assistance to Bangladesh has included approximately US$10 billion in concessional financing. 3. Humanitarian diplomacy India has increasingly tried to become the “first responder” during crises in its neighbourhood. During economic and humanitarian crises, India has provided food, medicines, fuel and other assistance. 4. Security cooperation Cooperation against terrorism, organised crime, drug trafficking and maritime threats. This is particularly important in the Indian Ocean Region. 3. New Developments 🇧🇩 Bangladesh India-Bangladesh relations have traditionally been a major success story of Neighbourhood First, with cooperation in connectivity, trade, energy and security. However, political developments in Bangladesh have created new diplomatic complexities, making stable and balanced engagement increasingly important. 🇱🇰 Sri Lanka India has expanded economic and development engagement with Sri Lanka, particularly after its economic crisis. Energy, digital connectivity, tourism and infrastructure are increasingly important areas. 🇲🇻 Maldives India has continued engagement with Maldives through development projects, defence cooperation, humanitarian assistance and maritime security, despite periodic political differences. 🇳🇵 Nepal & 🇧🇹 Bhutan India continues to emphasise cross-border connectivity, hydropower, trade and people-to-people relations. These countries are especially important because of India’s geographical and cultural links with them. 🇦🇫 Afghanistan Following the Taliban’s return, India’s approach has focused heavily on humanitarian assistance and maintaining contact, rather than large-scale political engagement. India has also continued assistance in areas such as food and medical supplies. 🇲🇲 Myanmar Myanmar has become increasingly important because of India’s Northeast, border security, connectivity and Act East ambitions. 🇵🇰 Pakistan Relations remain dominated by terrorism, cross-border security concerns and the Kashmir issue, making normalisation considerably more difficult. 4. Challenges 1. China factor China’s growing economic, political and strategic presence in South Asia creates competition for India.
