Recent developments have highlighted how AI can accelerate the design and analysis of biological systems, potentially enabling breakthroughs in medicine while simultaneously lowering barriers to harmful biological applications. This dual-use nature makes biosecurity a governance challenge: scientific progress must be encouraged, but innovations capable of causing large-scale harm cannot be allowed to develop without adequate safeguards. The central ethical issues involve beneficence versus non-maleficence, scientific freedom versus public safety, confidentiality versus transparency, and individual welfare versus collective security. AI-enabled biological research can help develop medicines, vaccines and disease diagnostics, but the same capabilities could potentially facilitate the creation or modification of harmful pathogens. Ethical concerns also arise regarding informed oversight, responsible publication of sensitive research and accountability when technology is misused. The principles of precaution, responsibility, scientific integrity, proportionality and stewardship should therefore guide research involving high-risk biological capabilities. Governance challenges arise because technological development is advancing faster than traditional biosafety and biosecurity frameworks. Regulators must assess risks arising from AI models, biological laboratories, researchers and commercial platforms simultaneously. Existing institutional arrangements may also struggle to distinguish legitimate research from potentially dangerous dual-use applications. International coordination is particularly important because biological threats can cross national borders, while fragmented regulations could create regulatory gaps. Administrators must therefore develop risk-based oversight without unnecessarily restricting legitimate scientific research and innovation. The way forward lies in establishing a risk-based AI-biosecurity framework combining technological safeguards with human oversight. Governments should strengthen biosafety review committees, develop screening mechanisms for high-risk biological design requests, establish responsible disclosure protocols and promote secure computing environments for sensitive research. Researchers and technology companies should adopt codes of responsible conduct, while regulators should continuously update risk assessments as capabilities evolve. International cooperation, information sharing and ethical training should complement domestic regulation. Civil servants must uphold scientific integrity, precaution, accountability, transparency and public interest, ensuring that innovation remains aligned with human welfare. In conclusion, AI-enabled biotechnology demonstrates that the greatest ethical challenge of emerging technology often lies not in its intended use but in its dual-use potential. Excessive restriction may suppress beneficial scientific discovery, while inadequate oversight could create irreversible risks to public health and security. Recent debates surrounding examination governance have highlighted that a public examination is not merely an assessment mechanism; it is a social contract based on the belief that merit will be evaluated fairly and impartially. When question papers are leaked or examination processes are compromised, the damage extends beyond individual candidates to public confidence in institutions. The ethical issues include integrity, fairness, equality of opportunity, accountability and institutional trust. A leak provides an unfair advantage to some candidates while undermining the legitimate efforts of others, violating both procedural and substantive justice. It can also create psychological distress and financial losses for genuine aspirants. Administrators face the ethical dilemma of balancing the need for swift corrective action with fairness to innocent candidates. Principles of honesty, impartiality, non-maleficence, justice and responsibility must therefore govern examination administration. Governance challenges include securing examination materials, preventing insider collusion, regulating technology-enabled malpractice and ensuring accountability across multiple agencies and contractors. Large-scale examinations involve question setters, printing agencies, examination centres, technology providers and administrative officials, creating multiple points of vulnerability. Weak internal controls and inadequate audit mechanisms can allow individual misconduct to become an institutional failure. The challenge is therefore not merely to punish wrongdoing but to build systems where opportunities for malpractice are systematically reduced. The way forward lies in adopting a zero-tolerance but system-oriented approach to examination malpractice. Secure digital question-paper management, multi-layer authentication, encrypted transmission, independent audits, background verification of personnel and real-time anomaly detection should be strengthened. Clear protocols for cancellation, re-examination and compensation must protect candidates who are not responsible for irregularities. Whistleblower mechanisms, strict conflict-of-interest rules and ethics training for examination personnel can further strengthen probity. Public officials should uphold integrity, objectivity, accountability, impartiality and dedication to public service, recognising that examination administration carries a direct responsibility towards meritocracy. In conclusion, the integrity of public examinations is ultimately the integrity of the State's promise of equal opportunity. A compromised examination can damage institutional legitimacy far beyond the immediate incident. Ethical examination governance therefore requires not only stringent punishment but also preventive systems, transparent procedures and accountable leadership.
