IMPORTANT UPDATE: The special restrictions on foreign individuals’ bank deposits no longer apply Good news for foreign nationals who have money in Russian bank deposits. Yesterday, on 4 August 2026, a new Presidential Decree No. 550 amended Presidential Decree No. 95. Under the new rules, the special payment procedure established by Decree No. 95 no longer applies to bank deposits made by individual foreign creditors. In practical terms, foreign individuals should no longer be required to receive money from their bank deposits through a restricted type “C” account solely under this rule. The new exemption is not conditional on the individual having a Russian permanent residence permit (ВНЖ). It applies to individual foreign depositors as a category. What about money already transferred to a type “C” account? The new decree specifically states that individual foreign creditors are entitled to receive ruble funds that Russian banks credited to type “C” accounts between 1 June 2026 and 4 August 2026. Therefore, if your bank previously restricted access to your deposit or transferred your money to a type “C” account, you should contact the bank and request: 1/ restoration of access to your bank deposit; 2/ withdrawal or transfer of the funds under Presidential Decree No. 550; 3/ the bank’s procedure for releasing any money previously credited to a type “C” account; 4/ a written explanation if the bank continues to restrict the transaction. You may write to the bank: Presidential Decree No. 550 dated 4 August 2026 provides that the special procedure under Presidential Decree No. 95 does not apply to bank deposits made by individual foreign creditors. Please restore access to my deposit and explain the procedure for receiving any funds previously credited to a type “C” account. 📌If your bank continues to restrict access to your deposit after 4 August 2026, please message me and send: ▫️the name of the bank; ▫️your citizenship; ▫️the type of account or deposit; ▫️the bank’s written response; ▫️screenshots of the restriction. Golden domes rise above the rooftops, bell towers shape the skyline, and behind heavy wooden doors are interiors filled with icons, candlelight, color, and centuries of devotion. Yet the churches of Arzamas do not feel like monuments preserved only for visitors. They remain living places of worship and an essential part of the city’s identity. During my visit, I was struck by the contrast between the grandeur of the architecture and the sense of peace found inside. Every church has its own character, but together they tell a larger story about faith, history, and the generations of people who built and cared for this remarkable city. This short film, Sacred Arzamas, is my attempt to capture more than beautiful buildings. It is an effort to preserve the atmosphere of a place where history remains visible, tradition remains alive, and even the skyline seems to pray. This weekend I had the privilege of attending the Divine Liturgy for the Feast of St. Seraphim of Sarov at the Holy Trinity–St. Seraphim Diveyevo Monastery. Surrounded by thousands of pilgrims, the sound of bells, ancient hymns, and an atmosphere unlike anywhere else, it was a reminder that some destinations are experienced with the heart as much as with the eyes. These photographs capture only a few moments from a day filled with faith, history, and extraordinary beauty. I was so happy to find black-eyed peas in Russia. They remind me of home and the common history of all who have suffered and survived. Black-Eyed Peas: The Humble Legume That Fed Generations of Southerners In the years following the Civil War (1861-1865), large parts of the South lay in ruins. Fields had been fought over, burned or left fallow. Railroads, bridges and towns were destroyed. For most Southern families, the immediate postwar period brought real hunger and poverty. Black-eyed peas (also called field peas or cowpeas) became one of the few reliable foods that stood between my people and starvation. These tough, drought-resistant legumes had long been grown in the South, often as livestock feed. During the war and its aftermath, they proved to be God's saving grace. As Union foraging parties and Sherman’s troops burned, looted and murdered their way through my ancestral homeland, they took what they considered valuable food—corn, livestock, and better produce—while leaving the black-eyed peas behind, regarding them as animal fodder. The peas were still there when little else was. Poor Southerners turned to them out of necessity. They grew well in depleted soil, needed little attention and provided protein when meat was scarce and money almost nonexistent. Families boiled them with whatever scraps of salt pork or fatback they could find, served them with cornbread and stretched them as far as possible. In the lean years of Reconstruction and the decades of sharecropping and tenant farming that followed, black-eyed peas remained a staple for many rural households struggling under heavy taxes, disrupted markets, and the occupation of an invading army. The dish that later became known as Hoppin’ John—peas cooked with rice, collards and a bit of pork—carried this memory of scarcity. Over time it took on the symbolism of luck and hope for the new year: the peas standing for coins, greens for folding money. What began as survival food for people who had little became a quiet ritual of endurance. Black-eyed peas helped many white Southern families keep going when the land was exhausted and the future uncertain. They remain a reminder of a hard chapter in my ancestors' history—one measured not in grand politics, but in the daily effort to put food on the table.

In Arzamas, even the skyline seems to pray. Golden domes rise above the city, while inside its churches, sacred images, soaring ceilings, and a living tradition of faith remain part of everyday life. Russia rarely fits neatly into the story we’ve been told. Arzamas is a quiet historic city filled with churches, monasteries and centuries of Orthodox faith. Yet its name is also forever connected to Arzamas-16—the secret Soviet city where the country’s first atomic bomb was developed. That contrast is part of what makes traveling through Russia so fascinating. Behind the familiar headlines are places with complicated histories, remarkable architecture and stories most Western visitors have never heard. We visited Arzamas and Diveyevo during the Feast of Saint Seraphim of Sarov at the invitation of the OKA Agency and Governor of the Nizhny Novgorod Region, Gleb Nikitin.
