Ask what a child was actually being treated for. The questions were treated like disobedience. On August 13, 2026, HHS released a report examining pediatric programs, insurance coding, financial incentives, hospital records, whistleblower testimony, and nationwide claims data. The headline is not the part most people will remember. The number is. More than 225 hospitals and health systems established pediatric gender programs nationwide. Then investigators followed the codes. From 2015 through 2025, approximately $50 MILLION in claims for puberty blockers were billed using E34.9 — Endocrine Disorder, Unspecified. For patients ages 13–17, nearly $11 MILLION in claims were billed using E301 — Precocious Puberty. Read the codes slowly. Not because every claim proves wrongdoing. Because the government says the pattern warrants additional review. That is the doorway. The report is now moving beyond headlines. IRAQ’S DIGITAL PAYMENT EXPANSION AND THE NEW CURRENCY DEVELOPMENT Two developments have emerged within days of each other, revealing how quickly Iraq’s financial landscape may be changing. Central Bank Governor Nizar Nasser Hussein recently met with Baligh Abu Kalal, Chairman of the Executive Body of the Media and Communications Commission. Their discussion focused on regulating digital payments and strengthening the legal foundation of Iraq’s digital economy. The meeting covered user protection, transparency, electronic-platform compliance and stronger coordination against money laundering and terrorist financing. TikTok transactions were specifically addressed. Iraq wants payments received by influencers and content creators to operate within recognized legal, financial and tax frameworks. Apple, Google and Meta were also discussed as companies Iraq wants to attract and license properly, including the payment services they provide inside the country. The proposed memorandum of understanding between the CBI and the Media and Communications Commission could bring digital payments, financial technology and electronic services under a coordinated national framework. Then came the statement late yesterday. The interviewer asked about deleting zeros and changing the currency. The guest answered directly: “A decision was made to change the currency and delete zeros.” When asked to clarify, he said this meant introducing a new currency. He explained that existing physical money would have to be handed over through an exchange process. This would include banknotes stored in homes, hidden outside the banking system or held by people unable to present them legitimately. Money recorded in bank accounts would need to be converted through formal banking procedures. Physical banknotes would have to be presented for verification and replacement according to rules established by the Central Bank. Such a process would create a financial checkpoint. Legitimate savings could enter the new system, while large or unexplained amounts might face questions concerning ownership, taxes or financial compliance. The guest also referred to an estimated figure of around 80 trillion. That figure should be understood as Iraqi dinars, not 80 trillion U.S. dollars. The actual financial treatment would depend on the CBI’s accounting procedures, the conversion rules and how much currency remained unredeemed after the exchange period. This is where Iraq’s digital-payment reforms become highly relevant. A nationwide currency change requires accurate records of deposits, salaries, taxes, contracts, government payments and commercial transactions. Regulated electronic systems would make balances easier to convert, help identify unusual activity and protect citizens from fraud. The sequence deserves attention. Iraq is tightening oversight of digital platforms, electronic payments, online income, international technology companies and financial compliance. Now, the interview states that a decision has been made to introduce a new currency and delete zeros. However, implementation is not official until the Central Bank of Iraq publishes its instructions. The CBI must explain which zeros will be removed, what denominations will be introduced, how accounts and contracts will be converted, how long current notes will remain valid and where physical currency can be exchanged. Until then, no one should surrender banknotes, pay exchange fees or trust anyone offering early access to new currency. The direction is becoming clearer: Iraq is strengthening its digital infrastructure while preparing its financial system for deeper modernization.
