Analysis of Developments in Yemen The Houthi shelling of Yemen’s western coast does not appear to be merely a show of force or a means of applying pressure. Rather, it bears the characteristics of a coordinated military campaign, judging by the nature of the targets and the intensity of the attacks. The focus has been on logistical infrastructure, military facilities and headquarters, alongside attempts to disrupt the Port of Mokha for an extended period. Where are Tariq Saleh’s forces currently positioned? Tariq Saleh’s forces, known as the Joint Forces, are primarily deployed in Mokha and its surroundings, Dhubab and areas around Bab al-Mandab, as well as most of Al-Khawkhah and Hays. Their area of control is estimated at around 3,000 km², although there is no precise official figure. These are the same forces that previously advanced toward Hudaydah, reaching its outskirts and coming close to the port, before withdrawing from most of their positions in November 2021 under the direction of the Arab Coalition. The Houthis subsequently took control of much of that territory with little fighting. How has the Houthi campaign evolved? The initial attacks were concentrated in eastern Yemen and Marib, targeting Emergency Forces and Nation’s Shield Forces. The Houthis then gradually shifted the bulk of their firepower toward the western coast, while continuing occasional attacks on Marib and other areas. This shift is significant because the western coast represents one of the main military and political centers of gravity of the anti-Houthi camp. The forces there also have different loyalties and sponsors: Islah-aligned forces, UAE-backed southern formations, Saudi-backed forces, Tariq Saleh’s forces, and other formations. Therefore, the western coast cannot be viewed separately from this complex military structure. What is the likely objective? In my assessment, the Houthis are primarily seeking to weaken the western-coast axis logistically and degrade its military centers, limiting its ability to maneuver or launch a major offensive. Pressure on the coast could also force Saudi-aligned forces to redeploy, potentially dispersing part of the military strength concentrated in Marib. According to my estimates, the Houthis have launched at least 200 -250 missiles and drones since August 6. At the same time, civilians remain the biggest victims of the conflict.
