    🔆 CAG Flags Major Gaps in Green India Mission (GIM) 📍 Why in News? ✅ The Comptroller and Auditor General (CAG) has flagged major shortcomings in the implementation of the Green India Mission (GIM). 📍 Green India Mission ✅ Launched in 2014 under the National Action Plan on Climate Change (NAPCC). ✅ One of the 8 missions under NAPCC. ✅ Aims to protect, restore and enhance India’s forest cover. ✅ Targets improvement in forest and tree cover over 5 million hectares and improvement in quality over another 5 million hectares. 📍 Key CAG Findings ✅ Audit covered GIM interventions in 16 States/UTs during 2015-16 to 2024-25. ✅ Target to improve forest cover over 1.4 million hectares; improvement achieved in only 0.11384 million hectares — 91.87% shortfall. ✅ Increase in forest cover recorded over only 0.03409 million hectares against the 1.4-million-hectare target — 97.57% shortfall. ✅ Only ₹1,149.14 crore (47.88%) of the ₹2,400 crore available through budgetary support was received during the period examined. ✅ Mission failed to secure ₹10,600 crore in proposed funding support against ₹2,000 crore approved by the Cabinet Committee on Economic Affairs. 📍 Major Implementation Gaps ✅ Inadequate convergence with schemes such as CAMPA and MGNREGS. ✅ Other programmes such as Nagar Van Yojana and School Nursery Yojana were found to be operating largely in silos. ✅ Weak planning and monitoring mechanisms. ✅ Financial control weaknesses — 8 States/UTs did not maintain annual accounts, while some accounts were unaudited or contained discrepancies. 📍 Climate Significance ✅ Enhancing forest and tree cover is a key component of India’s Nationally Determined Contribution (NDC) under the Paris Agreement. ✅ India has committed to creating an additional carbon sink of 2.5–3 billion tonnes of CO₂ equivalent by 2030 through additional forest and tree cover. 🔆 MAINS PRACTICE QUESTION 📍 The Green India Mission is central to India’s climate commitments, yet implementation gaps have limited its effectiveness.
