The 2% Training Fund: Investing in People, Not Repetitive Overseas Trips _ The National Bank of Ethiopia's policy requiring banks to allocate 2% of their operating expenses to staff training and development is a forward-looking, human capital development initiative that deserves recognition. However, a persistent concern remains. In many cases, a significant share of these funds appears to be spent on repetitive overseas trips for board members and senior executives, while investments in employee capacity building, leadership development, and succession planning receive far less attention. The issue is not the policy itself, but the absence of strong accountability. Requiring banks to submit detailed annual training plans, measure training outcomes, and subject these expenditures to independent audits/NBE inspectors/ would help ensure that the funds achieve their intended purpose. For years, I have raised this concern through various media platforms because developing the next generation of banking professionals should be the primary objective,not recurring executive travel. Financial Reporting Should Compete on Quality, Not Speed ___ The recent rush by banks to announce financial results raises an important concern: Are investors comparing like with like? When some banks report profits before recognizing significant expected credit loss provisions while others report after those provisions, the figures become difficult to compare. This can create the impression that one bank has outperformed another when the difference may simply be the reporting basis. Such inconsistency creates unfair competition. Banks that adopt more transparent and conservative reporting may appear less profitable than those presenting more favorable figures. The result is a risk of misleading investors, distorting market perceptions, and undermining confidence in financial reporting. The inclusion of key performance indicators such as Earnings per Share (EPS), Return on Assets (ROA), and Return on Equity (ROE) would greatly enhance comparability. These standardized measures allow investors to assess profitability, efficiency, and shareholder returns on a like-for-like basis, regardless of differences in bank size or reporting presentation. As Ethiopia's capital market develops, consistency, comparability, and transparency should take precedence over being the first to publish financial results. Investors deserve information that is not only timely but also reliable and comparable.

For decades, many Ethiopians have viewed Egypt's policies in the Horn of Africa, including its opposition to the Grand Ethiopian Renaissance Dam and its growing security engagement with some coastal states, as efforts aimed at limiting Ethiopia's regional influence and aspirations for secure maritime access. In response, Ethiopia may increasingly regard the Nile not merely as a development resource but also as a source of diplomatic leverage. Rather than accepting external pressure, Ethiopia can pursue a firmer negotiating posture on Nile affairs, insisting on the principles of equitable and reasonable utilization while signaling that cooperation in one strategic domain cannot be divorced from cooperation in another. Ultimately, a durable regional order requires all states to recognize Ethiopia's legitimate interests, including its quest for reliable sea access, just as Ethiopia recognizes the water security concerns of downstream countries.

ቺርስ 🥂! በውጣ-ውረድና በፈተና በተሞላ የትምህርት፣ የሥራና የህይወት ጉዞ ውስጥ ብዙ ሰዎች ያጋጥሙናል። ከእነዚህ ሰዎች መካከል አንዳንዶቹ የጉዞአችንን አስቸጋሪነት እና ጨለማነት ለማሳየት የሚፋግሩ፣ ሌሎቹ ደግሞ የጉዞአችንን ስኬት እና ብርሃናማ ጎን ለማሳየት የሚታትሩ፣ በሚችሉት መንገድ የሚረዱንና በጉዞአችን ተስፋ እንዳንቆርጥ የሚያበረታቱን ናቸው። "ጉዞው ከባድ ነው፣ አትወጣውም!" በማለት ተስፋ ሊያስቆርጡን የሞከሩት ሰዎች በአሉታዊ መልኩም ቢሆን አበረታተውናልና ለአንዴና ለመጨረሻ ጊዜ ልናመሰግናቸው ግድ ይለናል። ይሁንና.... በመንገዳችን ከጨለማው ይልቅ ብርሃኑን አጉልተው ላሳዩን፣ በተስፋ መቁረጥ ውስጥ ስንንደፋደፍ እጃችንን ይዘው ላሻገሩን፣ ላበረቱን፣ መርዳት በሚችሉት ሁሉ ለረዱን ለቅኖቹ ሰዎች...... ማያ አንጄሎ... ፍራንኮ ቫሉታ ምንድነው? “Franco Valuta”  ከሁለት የጣሊያንኛ ቋንቋ ቃላት የተገኘ ሐረግ ሲሆን፣  "Franco" የሚለው ቃል በጥንታዊው የጣሊያን የንግድ ቋንቋ  “ነፃ”፣ “ከክፍያ ነፃ” ወይም “ከገደብ ውጭ” የሚል ትርጓሜ አለው። "Valuta" ማለት ደግሞ “የውጭ ምንዛሪ” ወይም “currency/exchange value” ማለት ነው። በታሪካዊው የጣሊያን የንግድ ቋንቋ ሙሉ ሐረጉ ሲተረጎም፤ “በነፃ የተገኘ ወይም ከመንግሥታዊ ቁጥጥርና ገደብ ውጭ የሆነ የውጭ ምንዛሪ” የሚል ትርጓሜ ይኖረዋል። በዘመናዊ የንግድ እና የባንክ ስርዓት ደግሞ "ፍራንኮ ቫሉታ" ማለት፣ “ከባንክ ስርዓቱ ወይም ከመንግሥት ካዝና የውጭ ምንዛሪን ሳይወሰድ፣ በራስ የተገኘን የውጭ ምንዛሪ ተጠቅሞ ከውጪ ሀገር የሚፈጸም ግብይት/ግዢ” ማለት ነው። ከውጭ ሀገር በእርዳታና በስጦታ የሚገኝ እቃና አገልግሎት በእዚሁ በፍራንኮ ቫሉታ ውስጥ የሚጠቃለል ነው።

የኢትዮጵያ ብሔራዊ ባንክ ከእዚህ ቀደም ፍራንኮ ቫሉታን በተመለከተ በተለያዩ ጊዜያት የወጡ ህጎችን የሚሽር comprehensive የፍራንኮ ቫሉታ ህግ አውጥቷል።
