Around May 10, then-DNI Tulsi Gabbard asked Barzani to contact IRGC commander Gen. Ahmad Vahidi, leveraging Barzani’s longstanding relationships in both Tehran and Washington. On May 14, an IRGC official arrived in Erbil with an encrypted phone, allowing Barzani to speak directly with Vahidi. Vahidi told Barzani he “fully” supported the negotiations being conducted by Foreign Minister Abbas Araghchi and Parliament Speaker Mohammad Bagher Ghalibaf, adding that the IRGC preferred to resolve the crisis through negotiations. Barzani immediately relayed the message to Gabbard and the White House. Washington subsequently proposed secret U.S.-Iran talks hosted by Barzani in Erbil, but Iranian officials expressed security concerns that Israeli intelligence could target their delegation in Iraqi Kurdistan, and the meeting never took place. Pakistani and Qatari mediators continue exchanging messages between Washington and Tehran without significant progress, while Barzani has recently offered the White House his assistance in restarting negotiations.

Cases would be handled by Revolutionary Courts. The legislation still requires approval from Iran’s Guardian Council before becoming law.
